Section I: Preamble
Currently, the executive branch is struggling to have a firm grasp over all executive branch agencies since at this time we have so many. Currently we have nearly 40 agencies and departments under the executive branch. Along with that we are still suffering from high unemployment rates. We also have a new "payout" system which can be used for paying federal workers and has still not been incorporated.
Section II: Leadership
The Office of Management and Budget (OMB) will have a director who will be in a position as "White House Staff" in the United States of America group and the position of "Advisors" in the White House Staff group. The deputy director will have a spot in White House Staff as a "Staff Member" and will be a "Federal Employees" in the United States of America Group.
Section III: Command
The Office of Management and Budget (OMB) will act as a office of the White House and the Executive Office of the President of the United States. The Office of Management and Budget (OMB) will answer to the President of the United States and the White House Chief of Staff. The Office of Management and Budget (OMB) will also have a overseer, the current Chief Adviser on Economic and Financial Affairs to the President to oversee the agency and report to the President of the United States.
Section IV: Purpose
The main purpose of the Office of Management and Budget will be to more closely connect the President of the United States and the executives agencies/departments. The Office of Management and Budget (OMB) will make sure all agencies/departments are running smoothly, no abuse is happening, all teams are exact, all group information is up to date and there are no budget issues.
Section V: Organization
The Office of Management and Budget (OMB) will have three divisions all lead by a Assistant Director of the Office of Management and Budget.
Management and Operations Division - This Division will be tasked with auditing agencies/departments and then making reports to present to the President of the United States and White House Chief of Staff.
Budget Review Division - This Division will be tasked with any budget and finance related operations. If an agency/department requires funding it will request from this division and then a request will be forwarded to the President of the United States. The idea of paying federal employees will also be expanded by this division and maybe put into effect some day.
Resource Management Offices - This Division will be tasked with the assesment of tools of different agencies/departments at cities. If a agency/department is in need of a certain tool or if they are abusing and need it removed this claim will be processed by this division and then forwarded to the President of the United States for review.
Section VI: Power
The Office of Management and Budget (OMB) will not receive a team at any United States cities unless decided by the President of the United States. The Office of Management and Budget (OMB) will have the authority to oversee and audits operations in agencies such as tryouts, training's and other operations if they have a high enough clearance.
Section VII: Abuse Handling
Due to a high level of abuse in the old Office of Management and Budget (OMB) interviews will be very complex and past experience will be required. The Office of Management and Budget (OMB) will also have a member cap to be decided on later and will have a no-tolerance policy on abuse. |
