| You're right. Kazan for example is Unfair but that's what bases are suppose to be they have to challenge the raiders to devise strategies, and tactics to adapt to that feature that is unfair to them, it also help's them get better and have more knowledge on what to do, and how to accomplish difficult missions, and tactics. Bases should be made to a extent where they are unfair to challenge the raiders, but not give a huge benefit to the defenders. |

There are many different ways to look at it;
A fort can be set up so unfairly that the raiders barely have a chance and only elite groups could ever get anywhere close to beating it. There can be unfair spots, unfair tactics, and an unfair design.
A fort can be hard due to the terrian which advises raiders to set up stratigies and plans to adapt to the current terrain and use it to their advantage to help them in the fight.
A fort can be a regular fort with good members, so even though it may be small it has a tough defense. This would require raiders to get more members, or skill up their members.
OR
A fort can be completly fair and set up right and you may not be set up to fight yet. Keep working on your skills and someday you may be able to beat it.
