Do you have Window 7 or above?
It's meant to be notoriously difficult to get it working on those, you'll have to look around or ask on this subforum here:

Hey look, it's the PC gamer who pays $1000 a year to play video games!

"Hey look, it's the PC gamer who pays $1000 a year to play video games!"
pc gaming is cheaper. much cheaper games, no paid subscription for online play, you can build a pc which is better than a console for the same price. not to mention that everyone kind of needs a computer, whereas consoles are a luxury item, in addition to gaming you have a much faster computer and a prettier screen for every day use. it is pretty cool.
in the long term it is substantially cheaper, we don't need to pay an additional 60$/year or whatever to play online. that is called our internet bill. pc games go on sale or have a lower price after its launch is over, console games often stay the same BS $60 price.
i bet that tv wasn't cheap either. i don't watch tv, so paying for it is not my problem ;-))) |

You need to get a windows live api, since fallout 3 used windows live instead of integrated steam stuffs.
Here's a useful video that may help you out: https://www.youtube.com/watch?v=_tC-zHpnYMI

it is a lot of money, you dingbat
keep your console for seven years, console's lifetime, you've spent $420 on online play alone
money that i'd prefer to have in my pocket
here is a pc for $400 with console performance or better
Type Item Price CPU AMD Athlon X4 860K 3.7GHz Quad-Core Processor $69.89 @ OutletPC Motherboard ASRock FM2A88M PRO3+ Micro ATX FM2+ Motherboard $51.30 @ SuperBiiz Memory *Team Elite 8GB (1 x 8GB) DDR3-1600 Memory $31.99 @ Newegg Storage Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive $40.50 @ SuperBiiz Video Card XFX Radeon R9 270 2GB Double Dissipation Video Card $147.98 @ Newegg Case Deepcool TESSERACT SW ATX Mid Tower Case $39.98 @ OutletPC Power Supply EVGA 500W 80+ Bronze Certified ATX Power Supply $19.99 @ Newegg Prices include shipping, taxes, rebates, and discounts Total (before mail-in rebates) $441.63 Mail-in rebates -$40.00 Total $401.63 *Lowest price parts chosen from parametric criteria Generated by PCPartPicker 2015-11-01 20:44 EST-0500
you would do fantastic with this pc, but you want to know why people spend $1000 instead of $400? because console performance is crappy, and people want to get the best experience they can get because, why wouldn't you? higher framerates, resolution, better graphics mane. it's super cool.
once you spend that $1000, there are no hidden fees or subscriptions. heck, you can pirate all your games for free if you really can't afford it. frowned upon, but i won't judge. |

Yeah yeah, spend $1000 and in 2 years you'd need to spend half of that to upgrade it again.

why should i?
i have a gtx 770 which is just short of fallout 4's recommended (ie, highest settings) gtx 780
i played gtav on a mix of very high/ultra
the 770 was released in 2013 and it is still a beast card
my pc is not getting less powerful and consoles are not getting more powerful
maybe in 5 years or so when new consoles come out they will catch up to where my pc is now ;-) |
