Isn't there a setting for that?
Terrain > Generate > Water > Set everything to max
Just jump in the bandwagon, you don't need a red carpet entry. |

It's easy! Instead of generating the land, theres an option to place smooth terrain land, do that. Don't generate land. Just use the place/create (I think it's called add) and choose water. And just draw on a baseplate with it, or use snap to grid.
