A PETITION TO CONGRESS, FOR THE PROPOSAL AND APPROVAL OF THE FEDERAL CIRCUIT ACT AND AMENDMENT 20.

Currently in FruCons, there is a concrete limit to the number of Federal Judges the President can appoint. While this is beneficial, it should not be in the Constitution; in our recently-ratified US Code, there are already established limits on the number of federal judges we may have. As such, Amendment 20 deals with abolishing this strict cap in favor of a public law cap that Congress can more easily adjust.
The Federal Circuit Act (FCA) fixes some broken provisions in our US Code; the Code was written for irl, so it requires a bill to fix, and the Federal Circuit Act is just that.
The Federal Circuit Act creates a limit of 20 Federal District Judges (currently just called FJs) and divides them into districts for better management.
The FCA additionally establishes circuits and the Circuit Courts of Appeals; FruCons mentions appeals courts, and the US Code establishes them. However, like many US Code provisions, it requires fixing. Again, the FCA handles this.
Again, the FCA fixes US Code provisions. Irl, federal judges may retire after working for a certain amount of time and go into "senior status." Senior status allows judges who have dedicated their time to JB to have more flexibility with cases and allows them to relax for a bit. RSCJs will still be able to work, and there are now additionally more ways to be an RSCJ.
The FCA fixes the Judicial Conference, as well. Irl, the Judicial Conference is the decision-making body that decides the rules and procedures of the Judicial Branch. It is absolutely necessary for proper functioning of the Judicial Branch, but it requires circuits and districts for it to work properly, which is the main reason why FCA establishes circuits and districts.
So, Department of Justice employees and Judicial Branch personnel, I invite you to join me in protesting Congress to propose and approve this bill for sending to the president. I have faced challenges in finding a sponsor for the bill, and I hope that when Congress realizes that this is the solution to JB's problems, they will realize this is a necessary and revolutionary piece of legislature.
NOTE: If you have any questions about the bill, feel free to contact me before voicing disapproval. Additionally, I recommend reading the annotations since the bill itself is filled with US Code adjustments which are very difficult to comprehend without the context the annotations provide.
