- Purpose -
This act will carry through the establishment of the House Intelligence Committee, which will oversee foreign operation approval, misconduct and formation of intelligence sub-agencies, etc.
- Section One | Capacity -`
a: The House Intelligence Committee shall not exceed ten [10] members.
b: The House Intelligence Committee shall in establishment will have two [2] leading members, a chairman and vice chairman.
- Section Two | Hearings -
a: The House Intelligence Committee will accept hearings on any cases/operations linking to or contributing to; foreign intelligence activities, agency misconduct, single official misconduct, foreign intelligence-linked activities. aa: Foreign Intelligence-linked activities include but aren't limited to; Intelligence Raids,and Reconnaissance Operations.
- Section Three | Approval -
a: For a House Intelligence Committee member to be approved they must meet the following qualifications; -Minimum of 5 months previously in an intelligence agency -Pass approval of 1/2 or more of the house -Pass approval from DNI [vetoable/overturnable by 3/4 house vote] -Obtain approval from SSO Commissioner [REQUIRED] -Must be a house of representatives member
- Section Four | Leadership -
a: Leadership of the House Intelligence Committee is determined by a set of 6 month elections unless in the case of the following happening to leadership members; - Impeachment from Office - Failing to continue membership in the house - Removal by SoH & Majority Whip [BOTH REQUIRED] ab: Removal from Leadership does not result in removal from the committee itself.
- Section Five | Removal -
a: Removal of House Intelligence Committee members must be impeached properly to be removed from their positions.
- Section Six | Appointment -
a: Appointment to the HIC can be presented by; -ODNI -SOH -Maj. Whip -SSO Commissioner
- Conclusion -
As you can see, their is a big need for this committee, we have intelligence agencies operating on foreign soil without congressional approval, agency misconduct without anywhere to report to, treason of select officials without handling by agency leadership, illegal sub-agency creations [without approval], and lots of other issues that must be handled by a congressional committee, I encourage the Senate to follow in our footsteps by creating a Senate Intelligence Committee,

Committees are made by resolutions if serves by one house, Joint-Resolutions if serving both houses.
Committees can be established w/o Presidential approval
Committees are headed by a Chairman and Vice Chairman of the presiding Majority Party, and a Ranking Officer of the Minority Party |
