[1] Introduction

This document serves as a guide for all Officers and High Ranks within SURGE. If you are not in one of those rank groups, this guide is not for you. It is designed to help our middle and high ranks understand how SURGE’s system works. Be sure to check back often on this guide, as it may have additions, adjustments, or removals!

[2] Basic Command Structure

Within each clan there is always a command structure. You’ll have the Leader who owns/holds the group, a council or second in command, high ranks to teach and train, and Officers learning to become successful teachers. That’s the basic idea for most clans, and SURGE is following this same system with a few changes.

At the top of SURGE, you will have the Leader, or in our case the Emperor. He will handle most day to day operations, including maintaining group funds, group description editing, and hiring HR’s, etc. He is also responsible for keeping SURGE on its theme, keeping up a good image, and ensuring activity within all ranks.

Next, is the Second in Command, or General. The General is in charge of doing everything the Emperor is overwhelmed or in need of assistance with. They will enforce activity upon each department director/council member, as well as discipline and ensure balance within these ranks.

Those two ranks are what we call the ‘Executive Branch’. While not an actual existing department, the Executive Branch serves as a term to call the primary leaders in charge of SURGE. We will be using this term throughout this guide, so be sure to remember this!

After the Executive Branch, there is ‘The Council’ or department directors. These directors are located within the rank of ‘Admiral’. Each of these Admirals are tasked with a department that they will take on. This system is designed to help ease the workload on the Exec. Branch, and create jobs/assignments for high ranks to carry out.

Below the council, is the rank of Commodore. These are what we refer to as ‘secondary high ranks’ or teachers. A Commodore is responsible for hosting events that teach members the basics of combat, discipline, and responsibility. They are also there to train Officers to become teachers like them, and be mentors to those below them.

Finally, we have the rank of Officer. An Officer is similar to a ‘teacher in training’, and is responsible for hosting frequent events to keep up the activity of SURGE. While not fully-qualified teachers, they may still share their own successful knowledge and techniques in training sessions to help their fellow members.

[3] Department System

As we briefly touched on before, there are multiple departments in SURGE. The two main ‘branches’ are Internal and External. Internal Affairs is concerned with building the community, collecting relevant data/intel, teaching and training members, and having a pool of consistent developers. External Affairs is concerned with having someone search for clans to war and its setup, public/out of clan relations, and diplomatic/allied relations. These are the two main categories or branches, and they will be explained below.

The Member Communications department is crucial to the survival of a clan. Those in charge of this department must ensure that members are healthy in regards to relationships with their peers, having plenty to do, hosting fun-related events, contests, a weekly news forum, and such. This department’s main goal is to create a successful community and prevent toxicity from spreading through SURGE’s members. On top of managing the success of the community, this department also creates the promotion system, and defines how that works.

The Department of Strategic Communications involves both intelligence and training departments. The Intelligence portion consists of having trusted individuals handle SURGE’s important data and files. Not only collecting data on member count, they also keep records of promotions, demotions, and other necessary notes on the clan’s members to ensure things are running smoothly, as well as ensuring each department is doing their job. Only the top minds may run this department, as it takes those who are willing to spend their time and resources to ensure the success of SURGE. The training portion is largely responsible for providing the necessary guidelines and teaching exercises for both high ranks, officers, and members to learn. They also regulate the use of training places, keeping them bug-free and up to date, put together a form of what a training must consist of, keep close watch over promotions, and ensure high ranks are doing their job of teaching correctly.

The department of Innovation is in charge of seeking out those willing to assist SURGE in the following regards: Building, Scripting, Documentation, and Graphic Designers. They will find these skilled individuals and keep relationships with them and have them create the needed developments for SURGE. They will be in charge of moving the funds provided by the Executive Branch to these individuals if payment is necessary for outside developers.

{{External Command}}

The Tactical Communications department must find enemies or adversaries to combat with. They will discuss with other clan leaders and set up terms/conditions for their war. Not only will they seek out war with other clans, they will find those to skirmish with and find suitable bases to raid in advance. They are required to do their own research and find the best match for SURGE to combat with.

The Public Relations department is necessary to maintain SURGE’s image outside of the clan. This means making sure both themselves, other high ranks, officers and members are promoting SURGE in a good light on both in-game and via the forum. Disciplinary action may be taken against those putting SURGE in a bad light.

The Diplomatic Relations department is tasked with maintaining and forming healthy relationships with other clans, their leaders, their high command, and members. They will form alliances with the clans they find suitable, and keep them stable. They are trusted with finding clans that it’s own members get along with each other, as well as with SURGE.

Note that a department may be ran by more than one person, in order to ease workload for the department head. A department head may use lower HR’s or Officers to carry out tasks for them to fulfill their assignment needed.

Each department head sends their work to the Executive branch, rather than having their own respective Branch Heads. (Meaning there is no Internal Head or External Head, just Department Heads sending their work to the Executive Branch)
