This may seem way far out, but please consider it.
First of all, this is not in any ways official, please take that into mind. It is only an idea.
Contracts; complicated but keeps everything more organized.
This would reduce illegal leavings, and it takes away the frowned upon "team-hoppers" of the OFL.
First of all, at the beginning of every season, teams are given a salary cap. How much the salary cap is depends on how well you finished in the previous season. It could go into this format:
[ SALARY CAPS ] #1 Seed: $400M #2 Seed: $350M #3 Seed: $300M #4 Seed: $250M #5 Seed: $200M #6 Seed: $150M #7 Seed: $100M #8 Seed: $50M
Before every season, let's say a week before the first game, every team has to turn in a contract list. On that contract list, it would include the player, and that players salary, and how many seasons they are signed to that team, and in brackets, how many seasons that players has left. The salary would indicate how much money that player accepted, and seasons left indicates how many seasons are left in that players contract.
PLAYER | SALARY | NUMBER OF SEASONS SIGNED (SEASONS LEFT) e.g. FreezingFlameHD | $400M | 4 (2)
The minimum contract offer would be 1% of the teams salary cap:
#1 Seed = 1% of 400M = 4M is the lowest amount they can offer a player. #2 Seed = 1% of 350M = 3.5M is the lowest amount they can offer a player. - The list just goes on and on.
If a player was to leave their team BEFORE their contract is over, their rights would still belong to the team they signed with until the contract is up. If a player gets traded, that players remaining contract would go to the team that player got traded to. If a player gets released, their contract would be removed from the contract list, and that player is now not on a team and a free agent.

@DezBryantIII: No, because in real life NFL, better teams get more endorsements and popularity, and that's what boosts their salary cap.

For rookies, the team that they get drafted to they automatically sign a three-season entry deal with the team that drafted them. |

| @ImMegaEpic: This was a problem that came up to me. But if you think about it, one of the players under contract with that team could be voted into the HC position by the players on that team just so it doesn't mess around with the system. This also would happen if a coach left the team. Or else we could imply team owners who hire head coaches, general managers, etc. |

| @nintendo566: It would be too much to handle for one person, yes. But if you could add a general manager rank to each team and him and the head coach work it out before the contracts deadline. |

| There could be an executive board member who is in charge of making sure all the teams file their contract lists and make sure there are no flaws in it. I could do that myself since I understand this idea thoroughly. |

| That's how it already is. You've never seen the Huskies out of the bottom two, other than when TarHeels was head coach of them. It would take a good head coach with recruitment skills to bring a team up out of the bottom. |

| Teams aren't born, they're forged. Sometimes it takes teams longer, sometimes it takes them no time at all. With contracts, it extends the period of time that a head coach has to build his team because players can't leave freely. A head coach could be given three season contracts (as head coach), and the commissioner, or team owner (unlikely), will decide if the head coach has done a good enough job to keep the head coaching spot. |

| The commissioner would decide at the end of the three-season period if the head coach has done a good enough job to get another three-season head coaching contract. The head coach would keep the job until they retire or get fired due to not being able to bring the team up. |
