How could I do this; I can wait until one hat is loaded, but I need to wait until they are all loaded. I'm currently waiting until a headweld appears, but this would only work if they have one hat if the code runs too quickly.

Uh.. no...
If you wanted to be really precise, you could get their character appearance from api.roblox.com, count how many hats there are, then wait for that number of hats to load, but by then, the would have probably already loaded. |

Might as well just save the appearance to the lighting and load it from there.
