SUBJECT: Maturity Policy
PURPOSE: Announce the latest reform made by USM as a whole to make the first enforced step to improve USM for a better future. Correcting ourselves now to create a better future for generations to come.
ACTION: All branch commanders and staff will be monitoring and correcting their branches and enforcing the rule on maturity, all are to comply with disciplinary actions to enforce the rule of maturity throughout the branch.

[DIRECTIVES]
[P.1- INTRODUCTION]
Hello USM, as dorky as the title says predicts what I will be talking about, its very clear on what is needed. USM has been going through small changes, and of course getting reforms. Reforms as we all know and hate, were created off of the idea to help or improve something that has been complained, ranted, spammed, and or is a hot topic that is trending. Some are needed, and some could have been avoided. But all have good intentions.. From a certain point of view.
[P.2- DECISION]
For a first, this reform was not made by HIGHCOM. As in was not made by me or any of the Joint Chiefs, but came the from the serving members in USM. When I shouted on what we can do for USM's future, 117 PMs came in and all having variants of the same topic. For a change, USM as a whole had the chance to choose what USM will do for once instead of someone that doesn't include the views of others. As a whole, the cry to have USM more mature in general throughout all the ranks was acknowledged. USM as whole wanted this change and your voices were heard.
[P.3- ISSUE]
USM has been consumed by immaturity and misconduct, for months and even more, nothing has been attempted and if it was.. It was a short term fix. Nothing works, nothing is maintained, and nothing has lasted. More people join and are not told the rules and the problem just continues and spreads like a cancer or a wild fire. The issue gets bigger and bigger. Soon it all just becomes something we are known for, a daily occurrence in USM. What makes the issue worse is that some feel that its okay to allow the immaturity to grow. Allowing our beloved group to just be eaten alive by immature behavior. That is not okay. Allowing the group we lovecjust be consumed by an issue that irritates the majority of the population of USM. We once said to ourselves that if we had the power to fix issues in USM, we would do it. We have told ourselves that we can do a better job if given a chance. I know for a fact that pretty much everyone in USM has said that at least once. The sad thing is, as we adapt to all the changes, and we forget things we told ourselves when our minds were fresh to a new experience or a "new world".
[P.4- ACTION&RESOLUTION]
So now its being documented and will be enforced by USM's commanding staff and present/future Law Enforcement [MP] commands. If immaturity is caught and gets worked up through chain of command, its a instant demotion to a designated [can go to E1 depending on severity of the crime] rank/pay grade and the basics will be taught again. Officers will take OCS again and will be re-taught everything there is to learn to be a good officer and if they don't pass, its a demotion to E1 and must take a BMT but will be listed as someone who is immature. Enlisted, as an NCO, you will be put back to E4 (first rank as an NCO) for further analysis of the crime, if the crime that was committed is severe, you will be taking your branch's BMT again at the rank of E1. If not severe, you stay at E4 and work from there but will be listed as someone that is immature so it will be rather difficult to get any future positions. Both NCOs and officers are expected to lead and be a positive example to those lower in rank. Those E1-E3 would have learned that things will be a little stricter and the tolerance for misconduct or maturity will be gone. If caught and the crime is severe, instant demotion to E1, if not severe then its a warning. All ranks, including myself must act professional. All are wondering where do the boundaries of these rules end? I know this is a game, its Roblox so USM cant hold you back or be 100% of your time on Roblox. So when you are doing anything related to USM, the rule is in effect, but if you are just out to play one of those games Roblox offers, just don't get USM involved. The saying "What happens in Vegas, stays in Vegas" is one way to think of it, do not get USM dragged in any situation. If a ceremony or celebration or any function pops up, the permission to "disable" the rule can be accepted unless someone with a higher rank chooses to "enable" the rule during the event at anytime if necessary. ALL of USM's officer's must be saluted once when crossing paths [never in combat situation], Junior salutes Senior officers. All enlisted must respect every officer for the RANK. Every officer is to respect the senior officer to them by their rank. The rank they hold MUST be respected, regardless of the person. ALL NCOs must be respected even if you are an officer, its not an excuse to not show our enlisted the gratitude they deserve. Senior enlisted must be respected by junior enlisted. If a junior enlisted crosses paths with another enlisted but is senior to them by rank, they must be greeted. Example 1: "Hello -rank-" Example 2: "Hello Staff Sergeant". Just because you are enlisted does not mean you do not get respect. Good conduct must be kept within all ranks. Respect is earned but rank has its privileges.
[P.5- SIGNS]
Signs of immaturity, we all know what it looks like. Trolling, faces, misconduct, purposely using poor grammar, and all of that stuff will be end in the result with a demotion. All this can be avoided if we follow the rules of USM and avoid bad influences. If any of these caught on a USM place, the punishment will be delivered without any hesitation.
[P.6- CHANCE]
Chances, chances are given if potential if seen. Those that are E1-E3 are new and if their crime was not severe, they may be given a chance. Anyone that is over E3 don't really have that;it really depends on the person that caught it, the person that makes the decision on what to do with you. If immaturity is written up, you have a 75% chance you will be demoted. Now, there is a 25% chance that the person deciding will be nice and give you a chance to correct your mistake and fix yourself. If you get a chance, you are lucky but luck does run out so do not take advantage of it and do it again; from then on you are expected to be a better example.
[P.7- CONCLUSION]
To conclude this, I think its obvious to say that its a bit late for our generation. The generation in USM and the generation that consumed USM with this cancer. This is a step to correct those that USM currently has.. But its a step for the next generation and generations to come. This is for all of USM that are currently serving today, but primarily for USM's future members that will join in time. So let get mature!
