It really depends.
"Bad graphics" doesn't exactly mean the graphics are "poorly made", bad graphics usually mean either graphics make something seem different (say, a piece of meat looks like a rock) or it makes the atmosphere kinda ruined (a light and lush-looking game that could be horror or something like that, per se.) But, graphics aren't actually too important in rating, at the most it can remove 1 point in a 10/10 review or 10 in a 100/100 review.
But in the end, it really isn't. I think graphics is in a near-to-last game requirement, with bonus content probably being the true last. |

| no, the storyline, character development, great characters, good mechanics, good concept, and enjoyable gameplay do most of the work. Graphics only do 25 percent of the work |

Graphics set a certain expectation level for a game ex(you can't deny this) would you be more likely to greenlight a game with great looking screenshots or a game with good mechanics? be honest, you are gonna pick the first option |

If the game has amazing graphics then most likely you'll need a better PC to play it.
I'm not going to greenlight a game I won't have chances of running.
At least maybe the good mechanics may not be as laggy as the other game. |

Basically it depends.
Bad graphics mostly occur when you can tell the dev team was just lazy.
But if the game has an interesting art style that good graphics could actually make worse, then it's fine.
I'll even argue that lazy graphics aren't unforgivable if the other aspects of the game make up for it. |
