Hello, OCFA!
After today's "BALTIMORE Belugas vs. Florida State Seminoles" preseason matchup, I have realized that this league has a dire thirst for reform in its referee ranks. While we have had a few good Department Managers, it simply hasn't done any good and the issue remains. We have admin attacking referees, we have smug people trying to troll a game, and we have people who think they're the [BLANK] and try to make themselves the star of the game.
This issue is most unfortunate especially in a developmental league where players deserve to focus on their improvement, not a referee dragging out a game for three hours. For such reason, I will be introducing a few rule changes as well hierarchal changes in the structure of the department to try to maximize efficiency and close the door on these issues.
First, these are referees who are banned from refereeing an OCFA game due to their shortcomings of other unfortunate incidents:
- Ploogium
- VitalWood
Secondly, FreezingFlameHD will remain at Department Manager. However, Mallard will have final say in the Department and ability to overrule anything made in decision. Nintendo will be appointed Advisor to the Manager to help assist Freezing in trainings and the sort and help turn the Department around.
A few systematic changes:
REPORT CARD/POINT SYSTEM: Every week, a review PM will be sent to all OCFA Head Coaches. They will be given the opportunity to vote and rate the referees from their games. These ratings would decide promotions and demotions, coupled in with activity factors and general experience in the field. Based on all these variables, points will be delivered to referees. After every certain amount of points, they will be voted to be promoted to a higher rank. Failure to earn rank requirement in points in a certain period of time will result in a suspension demotion.
TRAININGS: Trainings will be re instituted on an active basis. Those not present in at least one of the two weekly trainings will be put at least priority to be assigned a game. They will be hosted Monday's and Wednesday's at 5:30 PM EST, for 30 minutes minimum.
REFEREE ENFORCEMENT: If you are not on a game's referee list or substitute list, you will not be allowed to referee, period. If you do, you as well as the person who failed to stop you will be punished harshly inside the department and potentially in the OCFA, as well.
ADMINISTRATIVE NERFING: Powers in administrative commands will be nerfed. Off the bat, referees will all be demoted from Team Coaches, not giving them "ban" powers or any permanent admin powers aside from Head Referees. Additionally, a few abusive commands will be removed from the script entirely.
BLACKLIST: Any Head Coaches who enter a server and abuse their administrative powers will be fired immediately and blacklisted from ever receiving Head a coach again.
TIME MANAGEMENT: Referees will be trained to execute games as quick as possible. Whistle referees will also have LOS duties, and they will be instructed to blow the whistle and run clock immediately (unless INC) once the LOS is set-- not wait for both sides to be ready and then blow. The drive has started, both teams should be ready. We don't need to give free time outs every play. More so, each game will have a two hour time limit. If it goes any further (unless OT), the game referees will be addressed and potentially demoted.
CHALLENGES/REVIEWS: Every play must be recorded by a designated referee member. Failure to do such will result in a points docking from the Head Referee and potentially further punishment. The referee who records must look for a definitive angle to the play. If he cannot find it, he must immediately call the play what it was called on the field and cease review. If he finds it, he is to post it on OCFA wall and make his own decision, to save time.
More updates will be constituted as I talk to advisors. The point system will be explained to the Department in detail before the Season begins, and tracked on a ROBLOX game database. I hope, I truly hope these changes will result in an improvement in quality of play for the OCFA and lead to a bright and successful season.
