| Is this a new thing or is it something old that I must have never noticed? |

It's a new feature, and I heard that even though the server is full, a friend or two can join regardless of how many people are in the server currently.

| So if I set the maxplayers to 10 and make the preferred player count to 20, 10 more people can join a full server? |

It's new. Preferred player count means that is how many people can join one server from just hitting the play button. Max player count means how many people can join a server in general. Example: Set preferred to 10 but max to 20 and then only 10 people would be able to join by hitting the play button, but 10 other people could join the server by manually finding it in the server list and joining it. -[ 111, 7 Year Veteran ]- |
