the ones i like are the ones that don't mean to be evil like the guy does villain-like things to try and get revenge for something that happened to him but that revenge plot just completely spirals out of control and makes him no better than the person he's trying to get revenge on, know what i mean

Hmm, yeah those villians are interesting.
I like the ones that have good reasons for being evil, the ones that you might feel sorry for beating in the end. |

The villains that actually have a reason for being evil
This is why I don't like Dishonored's Spy master, Super mario's Bowser,Deus ex's Illuminati and bob page. They are all just so unrealistic and terrible, it just removes what ever atmosphere the game had.
And this is why I like Halo's Covenant, they have a reason for doing what they do, they believe it's their destiny. Also Mass effect 1's Saren, because he is only trying to do what he thinks is right.

| video game villains that i can't hate but very much want to, like GLaDOS, because of the writing, the Ura (from Bastion) because it was your fault in the first place, the Infested (from warframe) because the art direction/lore is just too damn good, etc., etc. |

Adding to it, I actually liked Sovereign as a villain in ME1, although, that's kind of the opposite of what you asked.

I like OP's type of villain
but i also like the classy ones, like, super-evil geniuses with interesting accents. have cool bases, have a chur ch organ and play phantom of the opera on it |
