Honestly, I'm surprised this isn't already a feature. (If you don't want to read this whole thing, TL;DR at the bottom)
The way this would work is really similar to Personal Servers (with a hint of Groups):
A member pays 100 R$ to set up a private subforum. They can set the name, the description, and the starting moderators (mind you, if someone reports a post on a private subforum, the normal ROBLOX moderators will deal with it)
After that, they can change who's allowed into the private subforum, with varying levels of permissions: Viewers - They can view threads. That's it. Posters - They can view and post threads. Staff (a.k.a moderators) - They can view, post, delete, and edit threads.
There should also be a checkbox - If enabled, then anyone with the link to the subforum can request access. This is done by clicking a button labeled "Request Access," which will pop up a textbox. You enter information (namely why you want to be a part of the subforum) then you can choose if you want to back out or submit.
Once submitted, staff of the subforum can view the application, then choose if they want to do nothing, or add the person who submitted the application to the viewers/posters/staff.
If one is added to a private subforum, they will receive a message asking if they want to truly be a part of the private subforum - Clicking "Yes" will add the user to the subforum, and clicking "No" will do nothing further.
Private subforums will also appear at the bottom of the forum homepage under the category "Private Subforums."
Finally, I should explain why this idea should be added: More ways to communicate with friends, and more ways to have fun. One could add all their friends to the subforum, or one could use it for a development group by adding all the developers and discussing plans for their next big title. Really, just about anything.
TL;DR: Private subforums. They act like personal servers in terms of who can be added to them, cost 100 R$ to make, do not require BC to make, and can have custom moderators (although reports are still handled by ROBLOX staff.) |

I don't what red is saying. Are you saying that people are going to make so many subforums that it floods the forum homepage?
Because if so, the idea fixes that: You have to be invited to a subforum first, then you have to accept an invitation for the subforum to appear.

| The price for creating an entire subforum, even if it's private, should be upwards of 10,000 robux. An entire subforum is a huge thing. |

This would be very useful to large groups, but it would require much, much more moderation. I don't know how Roblox could afford more moderators.

| Unofficial moderators could ignore the rules or troll. Roblox's rules have to be followed and we can't trust any stranger to enforce them. |
