it got over-saturated with either "radical" skater kind of shows, or it was gross-out comedy.

Growing up watching said cartoons, most of them were either moral induced forms of entertainment or comedic genius that even a more mature audience could enjoy and laugh at. A few examples would be-
I Am Weasel Arthur Power Puff Girls Pinky and the Brain Mike, Lu, and Og Chalk Zone CatDog Doug Hey Arnold Edd, Ed, and Eddy Courage the Cowardly Dog Dexter's Laboratory Angry Beavers

courage the cowardly dog is 2000s edd ed and eddy is 2000s powerpuff girls is mostly 2000s catdog is mostly 2000s chalkzone is 2000s hey arnold was just as 90s as it was 2000s mike, lu and og was just as 90s as it was 2000s

almost all of those sans doug and pinky and the brain had episodes that were aired in the 2000s, and about half of them are more 2000s than 90s
also arthur is still running

the majority of their episodes were in the 2000s that's like saying a kid born on december 31st 1999 at 11:59 pm is a 90s kid

a 90's kid isn't someone who was born in that time-area, but someone who grew up in that time-area.
i was born in 1999, but im 2000's kid.

| Cartoons these days have too much innuendo (Like Family Guy & SpongeBob). Cartoons back then barley had innuendo. So, I'd say cartoons back then are better than cartoons these days. Who agrees with me? |

| btw, Rugrats & Recess are one of my most favorite cartoons from the 90s. And who remembers "Pepper Ann" From Old School Disney (Old School Disney Was what I also watched & loved as a young kid)? |
