Citation of the Frostarian Military Code This document is to be cited as “Frostarian Military Code”, “Frostarian Code”, “Military Code”, or simply “FMC” The section number as well as the sub section are also to be followed after the citation of the code, if needed, for example this section would be cited as FMC 1.2 A section may be cited by its name, this clause would be cited as (FMC) Citation of the Frostarian Military Code (2.1) Exemption of the Grand Admiral The Grand Admiral, at his discretion, has full exemption from this document and can do things of his own free will With full exemption, the Grand Admiral is also able to make alterations, write, or remove rules and laws from this document Suggested clauses made to the Frostarian Military Code by the Grand Admiral carry the full force of regular FMC clauses, though are pending review by the High Command This clause may not be amended by any means, unless done so by the Grand Admiral himself Extensions of the Frostarian Military Code Any document as approved by the Grand Admiral will, officially, become an extension of the Frostarian Military Code. This means the Conscript rank is not recognized as an official member of the Military, but merely in a pending state. For a Conscript to be accepted as an official member of the Frostarian Military they must complete the Solum Advancement course to be promoted to Soldier Division of Ranks The Frostarian Military recognizes that there are six official divisions of ranks Entrance Ranks include: Conscript Low Ranks include: Soldier, Scout, Guard, and Marksman Sub Officer Ranks include: Supervisor, and Vindicator Officer Ranks include: Justicar, and Marshal This division may also be referred to as Officers, Officer Council, or simply the Council Specially Obtained Ranks include: Operator, Diplomat, and Honorary Leader High Command Ranks include: Admiral, Great Admiral, and Grand Admiral This division may also be referred to as High Command, High Com, Hicom, or simply High Council Prestige as a Method of Promotion The Frostarian military recognizes prestige to be the route of promotion for several ranks of the military. Prestige may be obtained, revoked, changed, transferred, or wiped at any time for a legitimate reason at the discretion of the member altering the prestige Prestige may not be awarded or taken more than once for any specific incident or reason Each rank stated below is obtained by gaining a sum total of prestige at the RAT Infocenter 5 as described below. Soldier has a prestige value of 0 Scout has a prestige value of 10 Guard has a prestige value of 30 Marksman has a prestige value of 70 Supervisor has a prestige value of 150 Vindicator has a prestige value of 400 Members of the military that obtain this amount of prestige must approach the Progression General and request an evaluation then pass this evaluation to be promoted to Vindicator There is a 2 week cooldown period on how often you can take the evaluation Promotion through the Ranks As each division of rank is highly different from each other, each division of rank has its own way of promotion The Entrance Ranks are promoted as described in (FMC) Exclusion of Conscripts (2) Low Ranks and Sub Officer Ranks are obtained as described in (FMC) Prestige as a Method of Promotion (2) Officer Ranks are obtained by being selected by those with higher authority in the military Justicar is obtained by being selected from a Sub Officer rank after receiving positive council logs from existing Officer members, and having approval by a vote in the high command Marshal is obtained by being selected from the Justicar rank after a two week waiting period by an Admiral The two week waiting period may be overruled by permission from the Chief Liaison Officer The Chief Liaison Officer may not overrule the waiting period for Justicars they are wishing to promote as their own marshal Specially Obtained Ranks are obtained strictly by unique means Diplomat is obtained by being an official representative of an allied military group Operator is obtained by a major high command vote, provided that the member in question has made significant contributions to the military Retiring High Command members will be moved to the Operator rank providing they have been active in such position for at least one month Honorary Leader is obtained by being a previous leader of the military High Command ranks are obtained strictly by a democratic vote, or the direct order of the Grand Admiral Admiral is obtained by being selected from the Marshal rank after the mentoring admiral has resigned from the Military and the high command believes they are ready to take on the role of the previous admiral, or if the mentoring Admiral at the time believes without a doubt that their Marshal would be an excellent addition to the High Command - this is done so by a vote Great Admiral is obtained by being selected from the Admiral rank by the Grand Admiral, by preparing a marshal to take up the role of the Admiral in the military, as well as showing absolute expertise in their specific role in the military or being well rounded in all roles of the military Function of the Group Shout The group shout is a vital utility to the function of the group and shall be governed by this clause Shout tags are vital to the organization of the group shout, and all valid shouts are required to contain a shout that follows this template: %CONTENT%, where the % signs are the tags, and CONTENT is a single word that describes the contents of the shout in one word The CONTENT tag can be anything providing it is descriptive to what is about to be announced in the shout The % signs are limited to the following tags {CONTENT} This tag will require that the shout be kept up for a minimum of thirty minutes [CONTENT] This tag will require that the shout be kept up for a minimum of an hour [[CONTENT]] This tag will require that the shout be kept up for a minimum of two hours {[[CONTENT]]} This tag will require that the shout be kept up indefinitely Members of the military that carry a higher rank of authority are able to overshout other members of the military regardless of the time remaining on the shout tag Extent of Rights of Each Division and Rank The order of ranks in the military is known strictly as, from lowest to highest: Soldier Scout Guard Marksman Supervisor Vindicator Justicar Marshal Admiral Great Admiral Grand Admiral Each rank as described in (FMC) Extent of Rights of Each Division and Rank (1) will be granted the rights of their previous ranks in addition to the rights of the current rank Each rank as described in (FMC) Extent of Rights of Each Division and Rank (1) carries authority over any lower rank, beginning at Vindicator and above and are therefore known as ranks of authority Each rank as described above lower than or equal to Supervisor is required to refer to a rank greater than or equal to Vindicator when looking for a rank of authority Each official member of the Frostarian Military is given the right to: have the rules and guidelines of ROBLOX apply to everyone at all times equally and fairly (ie. no bullying, scamming, etc) obtain prestige at events for participation with evidence of such participation participate in events without discrimination of their person participate on the teamspeak be promoted and punished fairly and equally without bias or personal distaste request they be demoted to a lower rank, providing they are able to reach the lower rank not be punished more than once for the same issue [unless new evidence or events are uncovered after the initial punishment] request that, if they are being punished, that the punishment be overseen by someone else of either equal or greater rank petition directly to the Grand Admiral any change they would like made to the group, providing enough people agree with the petition public petitions are strictly forbidden should they be about sensitive issues such as the demotion of another member petitions must obtain a total of 20 signatures to be deemed official In extension, certain ranks are given a unique set of rights as outlined under this section Guards have the right to be made eligible to apply for any division of the military unless otherwise stated Supervisors have the right to request for an Officer rank or higher (should they not be busy with anything else) to supervise an event with the Supervisor create a tentative list of people who, at their discretion, they thought did well at their event to earn an extra amount of prestige that is not a part of the participation prestige Vindicators have the right to shout in the group for trainings, and battle practices exclusively, unless permission is given by a member of the high command award a limited amount of prestige (limits are set by the Infocenter) to participants at their events punish members of the military they feel, beyond a reasonable doubt, are committing an offense against the Frostarian Military Code or its extensions shout using the {CONTENT} tag Justicars have the right to shout in the group for any sort of event unless otherwise stated by an admiral create council logs on Sub Officers (who have had their council logs opened) with their own opinion on the Sub Officer supervise lower ranking Sub Officers add warnings to users that violate rules attend officer meetings Marshals have the right to sit in on meetings when their respective admiral is speaking and requests that their presence be made in the meeting shout using the [CONTENT] tag ask to leave their department and be demoted to Justicar The member of the military invoking this right is then subject again to (FMC) Promotion through the Ranks (1) (3) (2) Operators exclusively have the right to revoke their Operator title in exchange for Justicar Once their title is revoked, however, they must prove themselves worthy again of Operator - they will not regain their Operator title should they resign without proving their worth Operators wishing to exchange their title must be approved by the Chief Liaison Officer complying with (FMC) Implied High Command Voting Consent Admirals have the right to vote express their opinions at high command meetings on current group affairs bring up suggested changes to the group take up a certain number of marshals from the justicar rank as their apprentices, open council logs for Sub Officers suspend members of the military suggest changes to be made to the Frostarian Code Great Admirals have the right to override the decision of any admiral regardless of title in regards to their specific job (ie. community admiral hosts a halloween event, a great admiral can deny that being held) shout using the [[CONTENT]] tag The Grand Admiral exclusively has the right to shout using the {[[CONTENT]]} tag veto any vote from being passed, regardless of percentage approval and/or if it was passed prior to the veto vetoes may only be declared on votes made within the meeting that the veto was declared in declare a liberum veto of a high command session, which ends the meeting and nullifies all votes, regardless if passed or not, made at the meeting declare a high command vote suspended, such that the final decision will be made by the Grand Admiral cast an executive order without the approval of the high command on topics that normally would require voting grant members of the military a voting or nonvoting honorary high command status There will be one Great Admiral named Second in Command that will have authority over all other Great Admirals Great Admirals are not, unless permitted by the Grand Admiral, allowed to carry titles as they have authority over admirals with titles. In the case of disagreement between ranks of authority, they are required to refer to the opinion of a rank of higher authority as dictated by (FMC) Extent of Rights of Each Division and Rank (1) Members of the military only have rights so long as they do not violate the rights of other members of the military Formality of Uniform The Frostarian Military recognizes the requirement of members of Frostaria to, while on duty, be in proper uniform Wearing of proper uniform is defined as wearing the either the uniform of an official division a member of the Frostarian military is in at the time, or wearing a uniform that the rank of the member of the Frostarian military is currently at allows, or the uniforms of the ranks below that rank Entrance Uniform is reserved for the Conscript, Soldier, and Scout rank Experience Uniform is reserved for the Guard, Marksman, Supervisor, and Vindicator rank Council Uniform is reserved for the Justicar and Marshal rank High Council Uniform is reserved for the Admiral, Great Admiral, and Grand Admiral rank While on duty is defined as participating at any officialized military places owned by The Roblox Assault Team, or any place that is currently under active shout in the military group. Custom uniforms must be approved by a Great Admiral of the High Command If a member of the Frostarian military is unable to purchase any official uniform, that member is able to wear the “Alternative T-Shirt” found in the group store and is required to have their character colours made all white, all black, or combinations of both excluding all other colours or shades This is a punishable offense if violated Absence of the Grand Admiral If the Grand Admiral of the military is not able to attend a scheduled meeting or event, members of the appropriate board will be expected to wait approximately an hour until the Grand Admiral’s arrival, unless this is a consecutively missed event If the Grand Admiral does not arrive after the hour, the meeting or event is to go on as planned and when the Grand Admiral does get back online, the members of the appropriate board are to report what happened at said meeting or event If the Grand Admiral is not seen online without prior warning or plan for over a day, members of the Great Admiral rank will act as limited temporary leaders of the group equally, unless specific command positions are in effect by the Grand Admiral, until the return of the Grand Admiral After a three day period of unexplained absence of the Grand Admiral, the Great Admirals will now retain the ability to do whatever they see fit, such as declare warfare, until the return of the Grand Admiral though must do so unanimously unless specific command positions are in effect by the Grand Admiral If, for any reason, the Great Admirals are all absent for a three day period, along with the three day absence of the Grand Admiral, the entire high command collectively will obtain the same power the Great Admirals would have until either the return of a Great Admiral or the Grand Admiral Punishments and Appeals Sections of the Frostarian Military Code that have a subsection labeled as “This is a punishable offense if violated” are, if violated, liable to be subjected to punishment by a mediating rank A mediating rank is defined as a rank that has the right to enact punishment on another member of the military that carries a lower rank of authority The punishment is decided by the mediating rank, depending on the severity of the issue, as well as the number of occurrences that have happened regarding the same issue If the mediating rank is unsure on how to punish the member of the military in question, believe the member of the military in question deserves a harsher punishment, or believe the offense should be dealt with by a higher rank of authority, then they are encouraged to report to a higher rank so that the issue may be resolved The mediating rank has a wide variety of ways to resolve issues, assuming they have the right to hand out such forms of punishment, such as: prestige removal issuing a warning suspensions, which can be broken down into definite suspensions, limited suspensions and indefinite suspensions a suspension is a form of punishment passed by a mediating rank where the member committing the offence is either removed temporarily from their rank, or locked at their rank for a period of time to rehabilitate definite suspensions are suspensions with a fixed time to how long they may be suspended, then are required to be repromoted back to their rank or un rank locked after limited suspensions are suspensions that carry a minimum suspension time, and a maximum suspension, indefinite suspensions are suspensions with no fixed time, but carry a minimum suspension time but the member being suspended will remain suspended until repromoted after the minimum suspension time is up the mediating rank suspending the member may choose to remove the suspension far after the original suspension time suspensions that are not explained to the member of the military being suspended will, when appealed, be automatically overturned providing such claim can be proved blacklisting, which can be broken down into high command blacklist, officer blacklist, and military blacklist high command blacklisting prevents users from ever achieving the rank of Admiral or higher officer blacklisting prevents users from ever achieving the rank of Justicar or higher military blacklisting prevents users from ever achieving any rank in the military, and will be exiled on the spot Punishments inflicted on an officer or higher must have the reasoning for the punishment, evidence, person being punished, and date of enactment recorded in a document in case of potential appeal If the member of the military punishing an alleged offender is unable to provide the member listening to the appeal when punishing an officer or higher, the punishment is liable to being immediately overturned If a member of the military that does not carry a rank of authority witnesses an offense in the act, or has reason to believe beyond a reasonable doubt that an offense has taken place or will be taking place, then they are encouraged to report it to a mediating rank that can deal with the issue If a member of the military believes, beyond a doubt, that they were punished unfairly or punished more than they should have been, they can file for an appeal directly towards a higher ranking member, a Great Admiral, or the Grand Admiral. It is encouraged, however, their appeal be sent to the Chief Justice of Frostaria. An appeal must be structured by stating who you were punished by, the reason you were punished, your story and reason why you believe it is unfair, and what you believe should be done about your punishment (be it lowered, increased, or removed) If your appeal is not properly structured, you risk potentially having it dismissed If your appeal is denied, you are able to go to an even higher ranking officer (and can continue to do this) until the Chief Justice of Frostaria has either acquitted you or denied your appeal. The Grand Admiral may hear an appeal and overturn the decision of the Chief Justice providing that the Chief Justice has made a response to your appeal. High Command Titles There are several titles that must be taken up by any high command member(s) at any given moment in time, their description and name are listed below, as well as their general responsibilities and ranges of authority, and any other miscellaneous information about the title Chief Liaison Officer ensuring officers are actively hosting and overseeing biweekly meetings for officers management of officers resolves officer complaints management of council logs management of marshal system Director of Development management of Sparrow Corp creation of technology and all development State Consul management of alliances monthly alliance report engaging with community and high command of allies management of reputation and interactions between RAT and other clans present benefits and drawbacks of alliance requests to the high command Fleet Commander actively ensuring that five raids at minimum per week are being held keep up to date on clan warfare and provide threat reports prepare responses on case to case basis if hostilities are made Progression General management of promotion system ensuring officers are actively hosting and overseeing evaluating supervisors with open council logs actively improving trainings and battle practices Speaker of the Officers elected position selected every month by the officer council collects thoughts and opinions on voting topics at the next high command meeting to represent the interests of the officer council collects ideas and votes from the officer council for the next high command meeting to be voted on works closely with the Chief Liaison Officer Director of Community Affairs community representative in high command management of community and social hangouts resolves member complaints development and implementation of community events management of recruitment ensure enjoyment in RAT for the community management of Communications Core Commissioner of Homeworld Security management of defensive procedures in RAT management of intelligence agency Chief Justice of Frostaria manages the punishments and appeals system resolves member to member conflicts deals with investigations interpreter of the FMC requires a member of the senior high command’s approval on interpretations requires a member of the senior high command’s approval to act on cases that relate to the high command or have other high command members involved this title may not be shared due to the potentiality for conflicts of interests arising Director of Internal Affairs manages high command and each title resolves high command complaints executes and manages votes made by the high command ensures fluidity and harmony of titles and departments of the military directs the creation of reformations In the event of a specific title not being filled by high command member, every high command member inherits the title temporarily with their own rank’s authority unless otherwise stated by Second in Command or the Grand Admiral. This inherited position will become amalgamated with the expectancies of a regular high command member temporarily and will not be seen as an official title until there is a member taking the role up. High command members with titles are able to make decisions for their specific job that cannot be overruled by another high command member in accordance with (FMC) Implied Admiral Voting Consent High command members with titles are allowed to carry at any time two marshals High command members are permitted to share their title with another high command member, or more, though doing so are set as equal authority within that job in accordance with their ranks If high command members are to share a title, one high command member is permitted to have a maximum of two marshals, while every other high command member sharing the same title may only carry a maximum of a single marshal If a high command member sharing a single title requests full control of that title, they may do so by launching a case to a Great Admiral or the Grand Admiral, and it will be discussed by the Great Admirals and Grand Admiral as to who they believe would carry the title properly and fully, unless it is decided it will remain shared High command members are not required to carry titles high command members without titles will function as regular high command members with the same duties, though they will not be able to make decisions regarding a specific job high command members without a title are limited to strictly one marshal at any given moment Each titled high command members is required to have one marshal at any given time A high command member may only carry a single title at any given moment In the event of the suspension of a high command member carrying a title, the most senior Marshal of that high command member will take ownership of that title until such time as the high command member is unsuspended. They will be able to attend and vote at high command meeting as such. This will occur unless otherwise specified by a member of the Senior High Command. Procedures of Voting, Motions and Appeals Any voter, or anyone been given explicit permission to vote by the Grand Admiral, has the right to vote under this section A voter is defined as any member of the military that has the right to vote For a vote to be officially counted, it must be done at an official meeting place in the presence of the Grand Admiral with a simple 50% majority of the high command present at the meeting If (FMC) Absence of the Grand Admiral is in effect, the presence of the Grand Admiral is no longer required A voter may lose their privilege to vote temporarily if a Great Admiral or the Grand Admiral deems it necessary Meetings will be held at minimum weekly every saturday at 5:00 PM EST unless otherwise stated by the Grand Admiral, though can be called for by the Grand Admiral at any time for any reason. A voter may bring up any topic that they believe deserves to be voted on providing they give proper reasoning to bringing up such topic A topic of voting may not overlap with the title of another high command member without their consent to allow the vote, or without prior approval from a Great Admiral or the Grand Admiral A high command member who has had the above section violated may push the vote back a week or allow the vote to take place. Both the Grand Admiral and the Second in Command are allowed to overrule any vote regardless of its outcome Voters may not initiate voting on; (and are instead recommended to speak to the Grand Admiral on these topics, or follow other procedures described in the FMC); removing the Grand Admiral demoting any high command member promoting any high command member removing a veto issued by the Grand Admiral Topics of voting that will immediately receive a suspended vote status are exclusively as;
For a vote to pass, it must reach a minimum supermajority of agreeance, as well as have approval from the Grand Admiral (this section strictly applies to those with voting privileges) Capable voters are allowed to abstain from voting, though do so knowing that they are allowing others to vote for them For a vote regarding a major change to pass, a supermajority of 75% of agreeance must be met A major change is defined as anything that will alter the state of the group as a whole in any way in regards to its internal or external view (literally a major change), or that in relationship to the high command, such as, but not limited to; change in external stance towards any group outside of the Frostarian military, such as an alliance or war declaration promotion of an officer to the high command demotion of a high command member make amendments to the Frostarian Military Code that are considered major removal of an honorary high command title from a military member reformation of the military awarding a non voting honorary title awarding a voting honorary title to a non voting honorary member For a vote regarding an unusual change to pass, a supermajority of 90% of agreeance must be met An unusual change is defined as anything that would not be regularly experienced in the group, and are exclusively listed as such; promotion of a lower ranking member that is not an officer to high command blacklisting a member removal of a review period on another vote awarding a voting honorary title to a non high command member Capable voters may not abstain from an unusual change, to do so will result in the vote being counted as a rejection of the vote. For a vote regarding a minor change to pass, a supermajority of 60% of agreeance must be met. A minor change is defined as anything that is not a major change or an unusual change The effects of the vote will be immediately set into action after the high command meeting the vote originated from, assuming it has passed. Votes that are liable to an automatic two day review period are any votes that deal with the issues exclusively listed as the; removal of a division overseer promotion of a military member to a high command rank demotion of a member of the military enactment of reformation A vote that is in its review period is, at any moment, liable to be re-voted on by any high council member; providing they wager new information regarding the vote and the Grand Admiral approves the re-vote If a re-vote is done on a vote and does not pass, the vote will be cancelled and its effects will not be set into action Motions are ways for high command members to have action taken in the group without waiting for an official high command meeting, and function exactly the same as a vote. Any member given the power to vote may begin a motion under this clause Motions will function as votes that are automatically suspended, and as such the Grand Admiral may not participate in a motion though will render the final decision For a motion to be recognized, it must be publically stated in the high command chatroom though opinions are to be sent privately to the Grand Admiral Motions require free opinion of every high command member before being seen as official Honorary High Command members are optional, though their opinion will weigh the same if they do participate in a motion A motion will be nullified if the high command member who started the motion asks or bothers other high command members to agree with the motion Motions will automatically expire if they do not reach their requirements prior to the nearest scheduled high command meeting. In addition to restricted voting topics, motions may not be started on the following (must be done at meetings): promotion of a sub officer to an officer rank awarding any sort of honorary title demotion of an officer changing the current base to something else Motions must follow a specific template found at the bottom of the FMC An appeal for a vote to be nullified or changed may be seen providing that at least two eligible voters or six officers file for an appeal and are, beyond a reasonable doubt, under the impression the vote was done incorrectly, without proper understanding of the topic, serves no real purpose, conflicts with the FMC, or a decision was made that does not represent the views of the group as a whole. The appeal must be directly submitted to the Grand Admiral An appeal may only be launched within the time before the vote comes into effect after the vote has taken place The panel of appeal will consist of the Grand Admiral, the Great Admirals, as well as random members from the high command or honorary leaders The Grand Admiral and the board of appeal reserves the ability to deny an appeal for any reason they sees fit If a decision is made by the board of appeal after a single meeting, then the decision made will override what was agreed to at that meeting A decision will be made when the board of appeals is able to come to a majority agreement (more than 50% of the appeals board must be in agreeance) If an appeal is filed on a vote while in its reviewing period, the reviewing period is extended until the next high council meeting at maximum to allow the appeals board time to discuss and render a decision. If the appeals board does not come to a conclusion before the next high command meeting, with the approval of the appeal board it will be up for re-vote at the next high command meeting. A vote that still passes after the re-vote will have its effects set into action immediately after the high council meeting For an appeal regarding the nullification of a veto by the Grand Admiral, three admirals must be in agreeance and a case must be written up describing the reasons why they believe the veto should be overturned, and will be seen by solely the appeals board Function of Official Group Divisions A group division is defined as a separate group that works parallel to the main military group with a unique purpose that contains a member, usually ranking at an officer rank or above, overseeing it other than the Grand Admiral An official group division is defined as any division of the group that is owned by the Grand Admiral or has received explicit permission from the Grand Admiral to become official The overseer of an official group division is decided on by the High Command Changes and amendments made to the division must be approved by the Grand Admiral, and must be in written form displayed publically before division laws and regulations are able to come to effect. The overseer of the division has full power within their own division to follow and enforce the official guidelines of their own division without the permission of the Grand Admiral While the overseer of a particular division has sovereignty over that division, any punishments put in place against members of that division must do so in accordance with the community policy and FMC. Each official group division will be recognized within the Infocenter 5 unless otherwise stated by the Grand Admiral The member of the military in question must have the eligibility to apply for divisions to be considered Eligibility is to be decided by the overseer of the division Members of the military wanting to join an official division must have the right to join divisions Each division will have its own guide that will outline the purpose of the division and will function independently of other divisions, unless otherwise stated Treasony Treason is defined as the attempt or succession of betraying our nation Frostaria, attempting to destroy, hinder, or paralyse the military or its high command, or attempting to overthrow the high command or the military itself There are three kinds of treason in order from least serious to most serious Treason against the military Treason against the high command Treason against the Grand Admiral Members of the military who aid others in committing treason, or are aware of the intentions of others and do not make the effort to report it, will be punished for treason similarly Members of the military who conspire with others to commit treason will be punished for treason This is a punishable offense, and depending on the type of treason committed can be dealt with an immediate exile and blacklist Inactivity Inactivity is defined as an extended period of time where as a member of the military is no longer doing anything that is productive towards their role in the military Inactivity is not limited to a continual period of time, it can be something that is done regularly over an extended period of time Inactivity is dealt with by division of rank, and as well as the specific role a member plays in the military Those that are in the entrance rank, low ranks, sub officer ranks, or specially obtained ranks are excused from this section, Inactivity is not tolerated within the military, especially with higher ranking members of the military. To be pardoned for upcoming inactivity as a high ranking member of the military, it must be reported to (with reason, and estimated duration) the Chief Liaison Officer, (if the member in question is in the Officer Council), a Great Admiral acting as Second in Command, or the Grand Admiral (if the member of the military is in the High Council). Members of the military that are pardoned and are caught lying will be dealt with severely High Council members who request a period of inactivity will have their responsibilities delegated to their marshals, or delegated to another admiral if approved by both admirals If a member does not have a marshal, and no other admiral is willing to take up the workload, they must find a marshal or will not be able to take up an inactivity period. Leaking of Information Leaking of information is defined as when a member of the military reveals some information to unauthorized parties An unauthorized party refers to anyone or any people that have not been approved to hear a specific bit of information by the Grand Admiral There is a no tolerance policy on leaking information to the public that would much rather be kept within the discussion it was made in This is a punishable offense which can be dealt with by demotion or exile depending on the information leaked Implied High Command Voting Consent The power and authority of each admiral is derived directly from the support of other high command members, and therefore anything a High Command member does relevant to their title is done so with an “implied” 60% agreeance from other admirals on topics that do not necessarily require voting Similarly, with the above clause this list also includes: Justicar to Marshal promotions done by any Admiral Similarly, other high command members may override this implied voting consent by a vote classified as a major change This section is only relevant to high command members with titles and within their title’s authority unless explicitly stated otherwise. High Command Absolute Privilege Members of the high command are able to speak their mind and honest opinion about anything without being punished. This section only comes into effect when all of the following criteria are met: the high command member is in an official high command meeting, or in the presence of the Grand Admiral the high command member is not attacking or defaming another official member of the high command this requirement may be voided providing that what is said is the truth what is said must not be in direct violation of morality the opinion must be related to the topic of discussion Official Colours and Theme To maintain a consistent and unioned theme, the military’s colours and theme will be governed by this specific clause White and Black will both be made the primary colours of the military, to the exclusion of all other colours unless explicit permission is given by the Grand Admiral When building, this rule only applies to structures such as houses and guns, terrain may be other colours however it is recommended to remain in line with the standards set by official bases. In addition to the above clause, a developer may choose to use a single accent colour on their work, however must not be made the primary colour. Rights and Powers in Events The person to call the event via shout or by any other means is in charge of the event being held, and therefore liable for all that is done in it. They will be referred to as the host of the event If there are specific guidelines in place by the governing department (be it warfare for raids and defenses, or progression for trainings, etc), those must be followed and are binding The host of the event Members of the military carrying a higher rank of authority than the host of the event are granted the ability to take over the event, and declare themselves as hosts for reasons they deem valid This may be undone by an even higher rank of authority This section only applies to ranks of authority that are able to use the shout High Command Strike System High Command members are required and expected to attend all regularly scheduled high command meetings High Command members that do not attend scheduled high command meeting excused by the Grand Admiral will receive a strike Once a high command member receives three strikes, they are to be reviewed pending suspension or demotion by the Grand Admiral or Second in Command (as per case) Honorary High Command Titles The Grand Admiral may, with the support of the high command, award members of the military that are not in any of the High Command ranks an honorary high command title which permits them to attend all official high command meetings and subsequently authorizes them to attend in these meetings. Honorary High Command members may not vote on; unusual changes Honorary High Command titles are split into two separate titles Voting Honorary High Command Member Members of the military carrying this title are able to vote with the full weight of a high command member, though are subject to (FMC) High Command Strike System Members of the military carrying this title that are classified as an Inactive Voter by (FMC) High Command Strike System are downgraded automatically to a Non Voting Honorary High Command title Non Voting Honorary High Command Member Members of the military carrying this title are unable to vote, though may enter high command meetings. Title and Other Miscellaneous Policies This clause will govern specific policies set in place by each title, that will work in unison with or override the rest of the Frostarian Military Code. If you are unsure about a policy, speak to the person incharge to learn more. Fleet Commander All raids held against other groups must be supervised by a member of the Warfare department Progression General All officers must fill out the appropriate form prior to supervising; and must check the supervised trainee tracker spreadsheet to assure that the supervisor they plan to host with has not hosted within 24 hours. All events shouted by the officer council in RAT are subject to a cooldown time where no events may be held 30 minutes after the most recent event held Commissioner of Homeworld Security Defenses are not to be shouted in RAT unless the required members for a defense are unable to be fetched from the TS3 at the time. Much like votes, policies are appealable by appeal procedures as described in (FMC) Procedures of Voting, Motions and Appeals (8) Policies may also be undone by a high command vote, classified as a major change. Speaker of the Officers The officers will, under the supervision of the Grand Admiral, vote once a month to elect a single officer as Speaker of the Officers for one month the grand admiral will, with at least a weeks notice before the preliminary elections, collect nominations from officers for those wishing to participate and must do so by the end of the high command meeting after the week has ended The high command reserves the right to remove a nominee from the running by a vote, classified as a major change Officers may not nominate themselves if they have been elected as Speaker of the Officer within the past two months, or if they have been an officer for only two weeks. elections with each of the nominees will take place, and the entire officer council will have one day to vote on their top choice to narrow down to a Primary and Secondary A primary is the officer who received the most votes in the preliminary voting A secondary is the officer who received the second most votes in the preliminary voting primary and secondary candidates will meet with other officers to debate certain topics brought up by both high command members and officer members, which will lead into the final elections the candidate that receives the most votes will be made Speaker of the Officers the candidate that receives the most votes must have a percentage above 50% at least 70% of the officers must vote by the end of the next day after elections begin for a vote to count Speaker of the Officer will function as a titleless admiral with the following duties discuss with the officers of votes that other high command members have disclosed prior to the high command meeting, unless in cases of sensitive topics such as war work closely with and aid the Chief Liaison Officer bring up votes the officers have requested be discussed The Speaker of the Officers will not inherit the ability to have marshals
