STATES REPRESENTATION ACT OF 2015

A bill to delegate the States the power of representation.
To the states shall be given the power due.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION I. SHORT TITLE. This act may be cited as the "State Representation Act of 2015".
SECTION II. STATE SENATORS (1) Each state shall independently be responsible for the election of two Senators to the United States federal Congress. (a) Elections shall be held in accordance with Senate election cycles. (b) No federal committee, commission, or persons shall host elections in the place of the State. (c) The size of the United States federal Senate shall depend upon the number of ratified States by Congress and fulfilling the requirements set by SECTION IV.
(2) When a vacancy occurs in the Senate, the state from which that senator represented shall send someone to take his spot temporarily until his term expires. (a) It shall be up to the State legislature to decide how the vacancy will be replaced.
SECTION III. STATE REPRESENTATIVES (1) Each state shall independently be responsible for the election of five representatives to the United States federal Congress. (a) Elections shall be held in accordance with the House of Representative election cycle. (b) No federal committee, commission, or persons shall host elections in the place of the State. (c) The size of the United States federal House of Representatives shall be dependent upon the number of ratified States by Congress and fulfilling the requirements set by SECTION IV.
(2) When a vacancy occurs in the House of Representatives, the State which the vacant representative represented shall hold a special election to fill the spot and shall serve until the term expires.
SECTION 4. STATE QUALIFICATIONS (1) To be recognized as a state and to be able to send senators and representatives to the United States federal Congress, each state must meet the following requirements: (a) Ratification - each state must be ratified by Congress to be deemed an official State of this nation. (b) Membership - each state must have at least 65 members to be eligible to have federal representation. (c) Leadership - each state must have a governor to be eligible to have federal representation.
SECTION 5. ENACTMENT (1) This bill shall not take effect until August 21st, 2015.

"Great bill, jcmand!" Yes! I'd love for ONE HUNDRED SENATORS and TWO HUNDRED AND FIFTY HOUSE REPRESENTATIVES! Please just go back to doing nothing, you were FAR more productive.

@ross,
not every state will meet qualifications.
At the moment, only 2 or 3 would be eligible. The qualifications would be raised and amended with more states.
