Around 44 mil (2010)
England accounts for 83.9% of the UK population
So England would account for 83.9% of eligible votes, in a perfect world.
83.9% of 44 mil is : 36.916.000.
Scotland, Wales, and Northern ireland could 100% vote Labour, but if England votes conservative. Conservatives get in power.
England has the upper hand, england ALONE can decide the outcome of the election.
All nations have their influence on the outcome, but England is the big boy. |

I know quite a lot, actually.
And indeed, no one party will always get a majority. Which leads to a coalition, usually.
But even then, the votes rely on the agenda of England, as that is where 84% of the voters are.
Like i said, if all over nations in UK voted labour, but England voted Conservative, then the Tories would win by a milestone.
Considering that out of 650 seats, 533 of them are in England.
Try again, kid.

Just to add on to my point.
Tories refuse to work with any party, as they think they will get a majority.
Labour has refused to work with SNP/PLAID/GREENS because....They disagree with them.
Lib Dems won't get enough seats to make a coalition become majority.
So we'll be left with a minority government, technically. But getting a minority government past the Queen's speech, or even the budget, is one hefty task.
Then you have the 'confidence' or 'no confidence' votes, which would, effectively, create a second general election. 9 out of 10 times, the second election turns the same result.
So, at this current point in time, we're gonna be without a government for a few weeks or months. |

Devolution of Powers has made the UK increasingly federal, thus greater say in the Political system. You can't say then England only decides. You must remember the West lothian Question where MPs from Northern Ireland,Wales etc sit in the HOC and can vote on English matters. Wait we cant vote on theres? The Labour heartlands in Scotland are being swelled by the SNP and so greater emphasis on Scotland.
You must also remember people participate less in the democratic process and so if people really cared then anyone can rival Englands participation . Referendums also show increasing power of people outside England.
And you say England only decides? Most people decides Englands fate.
Oh yes tuition fees are free for Scottish people who gives a hint.
