They can't get members but they can't pay good developers. Even if they can, the tech is high maintenance and they have to keep paying the developer. If you have bad tech, you don't deserve a chance. If you have bad fighters, you don't deserve a chance. If your too small, you don't deserve a chance.
New leaders are finding that starting a clan is increasing getting harder and they can't do it. They can't get their new theme/idea out because they can't release. They can't release because everyone will hit the forums about how bad they are and why they have no hope for improvement.
I recently joined the Asterian Fleet and Arcerian Regime, two groups that I thought didn't even have a chance because it was different, and in my opinion I think they have just as much of a chance as A-SOV. I know A-SOV will release also. Seviro is just playing it smart by not letting out early. A-SOV doesn't rely on wars for activity, it is community-based.
