Prevention of Corruption in Scotland Bill 09/04/2015. (DD/MM/YYYY)
This bill is to be discussed and voted on in the Scottish Parliament.
If a leader of a Scottish service has more than three criminal convictions, then they are to be reviewed by the appropriate Sec. of State along with the Home Office. The body in question may be replaced if the Scottish Government think it to be appropriate.
The term "Arrest on Sight" be changed to "Detain on Sight" as AoS implies an indefinite sentence.
Warrants for arrest may only come from a Magistrate or Crown Judge who must have sufficient evidence for a warrant to be issued. If this power is abused, the body in question may be replaced and prosecuted. Police and other authorised security services may issue "Detain on Sight" for civilians involved in crimes.
At no point are lethal weaponry to be used on unarmed civilians or members of the Scottish services unless their lives are at risk. Strict Rules of Engagement are to be followed whilst at any Scottish server.
Complaints against members of the Scottish services are to be taken very seriously. If the body receiving the complaint has a close relationship with the person in the wrong, they must pass the complaint on to an un-biased body.
