The admission of new states into the United States by Congress (beyond the original thirteen states) is authorized by Article IV, Section 3, of the United States Constitution, whose first paragraph says:
"New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress."
[How it works] To establish a state there are specific requirement. I. The state must have a population of 100 citizens. II. The state must have a functioning state government with a state legislature, governor and state positions. III. The state must have a capital city that is of good quality. IV. The state must have a state law enforcement agencies set up and of good quality. V. The state must contact the Chief of the National Guard Bureau to set up their National Guard. VI. The state must ratify the Constitution of the United States. VII. The government of the state must hold a referendum in which the citizens must vote on to join the Union or not.
Once all these requirements are met, the Governor of the state will request to the Congress of the United States to be admitted to the Union. Congress will then form a constitutional convention to create a state constitution. However, Congress has ultimate authority over the admission of new states, and is not bound to follow this procedure. Congress is also under no obligation to admit states even in those areas whose population expresses a desire for statehood.

1) How can you get citizens and a working government without first being official? Groups will be fighting each other for members, and no one will become official. 2) Only Developers can declare cities to be official, so this bill is already illegal. 3) You can't guarantee that the state population will increase; it's absurd. 4) You even say that Congress doesn't need to follow these guidelines, so what's the point in making the guidelines to begin with???
My Suggestions: 1) Give the group a 3 month period to acquire the necessary tools. 2) The US Congress has no jurisdiction over a State Constitution; that's the State's General Assembly's issue. 3) You added that National Guard thing in just to make gtboy happy; remove it since it's not necessary, and it gives gtboy too much power over states. All he has to do is say "no i don't want you to be official" and ruin its chances.
The Lumidas Administration will not support this without fixing these errors. (Even better, just remove the bill.)
