[FRN] Defence Policy

[PREAMBLE]
¹The French Defence Policy outlines any and all information you may need to know about the policies and protocols set in place by French forces and the government of France. ²This bill is to prevent major conflict and to deter organised terrorist attacks orchestrated by foreign states or organisations. ³French military doctrine is based on the concepts of national independence, nuclear deterrence, and military self-sufficiency. ⁴Provocations of war will not be taken lightly by the French government and French forces will hold all rights to request the aid of an allied nation if needed.


[ARTICLE I - THE DECLARATION]
¹It is hereby declared in the eyes of the French people that the government of France will not showcase any official hostility with any nation unless there is a valid reason or threats have been made in regards of France. ²The National Assembly does not have the right to vote for wars with any other nation, organisation or governing body. Wars will be decided upon by an emergency defence council consisting of the President, Senate and Minister of Defence, with advisory support from Chief of Defence Forces. ³However, the President may invite the leader of the National Assembly for further advisory support on the matter.


[ARTICLE II - PROVOCATION OF WAR]
¹If a nation, organisation or state decides to conduct unauthorised military, intelligence or espionage operations on French territory or operational areas it will result in the faction being asked to immediately cease their actions. ²The faction will also be required to pull out any and all operations involved in any unauthorised operations as soon as possible to avoid French military involvement. ³In the case of a faction's refusal, the faction will be removed and pressured into ceasing operations by force. ⁴If the faction then retaliates, French diplomats will be dispatched with security personnel to quell the conflict and draw up a treaty if deemed appropriate by the French government. ⁵If problems continue, an emergency defence council will be called to discuss possibilities of war (see article I clause 3). ⁶If any aggressive actions or hostility is shown towards French personnel, France will have no other choice but to dispatch emergency French forces to showcase our military strength in hopes of deterring any state waging war as hostilities will be seen as a provocation of war. ⁷In the case of provocation of war French forces will retaliate in full force with constant raids on enemy territory until the opposing force lets up and admits defeat through the form of surrender or refusal to continue conflict. ⁸If this conditions is met, the wartime process will skip to the proceedings mentioned later on (see article VII clause 5).


[ARTICLE III - AGGRAVATING ACTIONS BY UNOFFICIAL STATES]
¹If any nation, organisation or governing state begins hostility with the French Republic by listing France as an enemy, it will be ignored if it is without reason. ²It may also be ignored if they are not deemed an official member of the ro-nation community by French standardised classification. ³Despite the fact that they may continue to attack French warzones, French forces will not retaliate in any way that may be deemed as acknowledging them as a member of the ro-nation community. ⁴However French forces may be dispatched to neutralise the raids if deemed appropriate by the Chief of the Defence Forces and the Minister of Defence.


[ARTICLE IV - POLICY ON WARTIME ESPIONAGE]
¹During reconnaissance, exploration or intelligence-based operations from the opposing force any and all security services or defence services of France have the full right to counter and detain/eliminate enemy spies or operators if detected. ²The detainee will be considered a prisoner of war and detained for further questioning; if they fail to comply they will be classified as a war criminal.


[ARTICLE V - RULES OF WAR]
¹During wartime, raid wins will count during most circumstances if deemed 'legal' by the French rules of engagement. ²During a raid, if an official member of the opposing force in the war or someone suspected to be involved in the opposing force's operations then the raid will be null and void. ³During any war that French forces participate in, only victories from official raids on France will go towards any official raid tally. ⁴French forces and involved politicians are free to adjust the rules of war only if deemed fair by alliances that France is involved in (e.g UN, EU etc).


[ARTICLE VI - ATTACKS ON THE REPUBLIC]
¹Raids or planned attacks on French cities or any non-military zones of France are considered as acts of terrorism towards the French government. ²If any sovereign nation, governing body or organisation is proved to be involved in said raids/attacks, it will be considered as a declaration of war. ³Any continuation of military conflict after the conclusion of military conflict will result in France attempting a diplomatic path to resolve the continued conflict after the official conclusion. ⁴If the nation persists it may result in overseas operations to deter the continuation.


[ARTICLE VII - THE CONCLUDED OUTCOME]
¹The result of a war between any opposing forces and French forces will be decided once a side: ²surrenders, is forced to retreat from war, submits to French victory or if a faction can no longer continue fighting. ³Any groups to reach the limit of war will then be removed from the enemy list of France and the conflict will be considered as a victory for France. ⁴If not, France will be forced to admit defeat. ⁵The aftermath will either be a treaty or just an admittance of defeat.
