[CAN] Canada - AoS/KoS Policy (4/23/2015)
WHO CAN CALL AoS?
- Only Cabinet Ministers, the Royal Monarch, Prime Minister, Deputy Prime Minister, and Governor General may directly call an AoS or KoS. - In dire situations where it is not plausible for one of the above listed persons to call an AoS or KoS, these powers may be granted in the below order of precedence to... 1) The Commissioner of the RCMP 2) The CSIS Director 3) The Chief of Defense Staff 4) The Chief Justice of the Supreme Court 5) Any officially recognized Deputy Minister
NOTE: Only persons holding these direct positions may use this power. Deputies to any of these people are not included.
WHAT IS AN AOS?
AoS stands for "Arrest on Sight". When an AoS order is placed, peace officers are obligated to arrest this person whenever they are not on the prisoner team. The order will be in effect for 12 hours, unless stated otherwise or repealed.
WHAT IS A KOS? KoS stands for "Kill on Sight". When an KoS order is placed, all armed officials are obligated to kill this person whenever they are not on the prisoner team, until they are able to be arrested by a peace officer. If the subject is extremely dangerous, repeated killing may be authorized, however, this may only occur when directly stated. The order will be in effect for 12 hours, unless stated otherwise or repealed.
DIRE SITUATIONS
A dire situation will be defined as;
Any person or group that poses a direct, deadly, and significant threat to the safety of others, and commits such acts repeatedly with menace intent, outside of the regular bounds of criminal activity.
For our purposes, repeatedly will be defined as more than five times. Keep in mind, someone who keeps getting an illegal weapon, and killing is not something under this policy.
Any time one of the 5 special persons calls an AoS/KoS, they MUST notify the administration immediately. If you are not a part of the administration chat, you are to PM the Prime Minister, Minister of Public Safety, and Minister of Justice regarding the incident. A full report shall be included, outlining the events, and reasons that an AoS/KoS has been called.
The special persons listed above do not have the authority to extend a AoS or KoS beyond it's set time of 12 hours.
