Fellow members of Congress, I ask that you look at the events leading up to now. With Martial law in place, the Armed Forces needed to be organized, and stabilized to maintain order and promote an efficient system. Instead, Sirius decided that right as Martial Law kicked in, he'd demote every single officer to the rank of O1. He says that it's to help train all the officers because he feels that they need more experience.
His actions of demoting members of the UCC and subdivisions is in direct violation of the Goldwater-Nicholas Act. The Goldwater-Nichols Act places the chain of command from the President to the Secretary of Defense directly to the commanders of the Unified Combatant Commands. However the services chiefs do have authority over personnel assignments and oversight over resources and personnel allocated to the combatant commands within their respective services.
This is prohibited by law, that the Chairman of the Joint Chiefs of Staff have direct control over combatants. Only Combatant Commanders have such command to fire, hire, deploy, or remove combatants with convent of the POTUS, and/or Secretary of Defense.
I quote:
"The Secretaries of the Military Departments shall assign all forces under their jurisdiction to unified and specified combatant commands to perform missions assigned to those commands..."; the chain of command "runs from the President to the Secretary of Defense; and from the Secretary of Defense to the commander of the combatant command."
At no point does this cross to the Chairman, and thus deems his actions unconstitutional, and without precedent. We cannot allow a person who makes these unthought out decisions happen at a time when we need the most stability.
I urge you all to approve of this. The charges for this impeachment are unlawful demotion, and negligence.
