I believe it should be something such as space. However, a hostile environment. Aliens and mutated humans roam the landscape as hostiles, characters can rp as them, but must be a good mutant rp'r. Players can be civilians or part of factions.
PDF: Planetary Defense Force: Focus mainly on keeping the civilians alive and well as well as supplying supplies and fighting raiders.
SAS: Special Advancement Squad: Only select few were chosen, With advanced armor and weaponry, a force to be reckoned with. They mainly fight mutants but don't care about raiders. They will become agitated if they see someone with good technology, they will take it from them.
Mutants/Aliens: Tall (7- 8'11 feet) And extremely violent. They will attack any humans. Any. SAS, PDF, or raiders. They often begin yelling like maniacs before attacking a town.
Raiders(The Bloodseekers): Humans who attack other men and women, raid towns, and Steal from them. They are very hostile, yet they lack proper supplies and ammunition, making them live off the land.
Places:
Haven: A place controlled by the PDF, civilians can come and go here as they please, yet are advised to follow to all PDF laws. Non compliance will result in a termination or en- jailing. It has large walls around it, a gate, and then three houses with three beds, a medical bay with two beds, and then the jail and Command area. The command area consists of a large screen and computers.
The cave: A large transverse of a cave, it has doors and computers, this area is owned by SAS, only authorized people are allowed in the area. Civilians inside will be caught and questioned, then sent out or executed, depending on faction.
Makeshift shed: A makeshift civilian shed, equipped with two beds, a medical crate, and a food crate. Bloodseekers are allowed here, along with everyone else due to no one really owns the area.
The hollow grounds: Owned by the bloodseekers and mutants, PDF and SAS are shot on sight here, along with any civilians who don't want to join. Extreme caution is advised.
The dead grounds: An irradiated place, mutants and aliens are found here, humans must have a radiation suit when exploring this place. It consists of crashed Space rovers, SAS VTOL ships, and un-detonated Bombs, resulting in a messy field. The water is extremely irradiated here. |

Nice idea,I was hoping on making the factions though,but the SAS and PDF sound like a nice faction
I thought it would be cool to have something like that,but with a huge city colony(Players aren't allowed in it)and some, spots of civilization,and a lot of hostile wild life I was thinking of a galactic civil war,with 2 factions: OEMF: Old Earth Military Force:They are the prime strength of keeping colonist alive,they send a medium size convoy with each colonist ship(An example of their determination to safety).They will tirelessly keep civilian alive. They usually supply colony militias with supplies,arms,etc and are fueled by the Milky Way.
FNRG: Frontier Nomadic Resistance Group:A small rebellion who want to break free from the Old Earth Federation of Peace.They are on many planets,and are with a bit more primitive technology from the OEMF.They will capture any colonist or OEMF on sight.
Here are some other sides I thought of
Outcasts:Humans who are taboo from the colony,and as a result,were exiled from the colony.They are not as friendly to other civilized people and uncivilized ones.They will act with great hospitality to Apexes,Chimeras,and Hybrids.They will be kind and accept other people as well though. They are characterized with a unique strip of cloth around their wrist.
Mutants(Apexes,Chimeras,Hybrids)These are usually test subjects to new weapons,solvents,chemicals,ETC.Not very common among the colony,but are everywhere in nature.They are almost always outcasts,or in a faction.
Raiders(Various):These small groups harass a lot of colonies,commonly thieves,criminals,and unhappy outcasts.

Forgot some factions
Civilians/Colonists: Just the average Joe, Usually supporting OEDF, PDF, or themselves, usually close to the colonies.
Travelers: Traders which travel the new landscape in search of supplies and old technology. Be warned, this is a dangerous class, due to they don't mainly support anyone, you will be raided by raiders, SAS, mutants, and anyone who wants your loot, so be careful!
The fixers: SAS supporters, they usually bring tech off dead bodies and old places in return for CC (the money, civilian credits) or PDFC (Planetary defense force credits) Note that they don't always get what they want, and sometimes are shot.
Doctors: Belong to any faction. They will help any faction EXCEPT mutants.

I was thinking of backstory,and here is what I got for how the colony formed: A OEMF ship was hit and crashed in a lush planet,filled with life,and even some aliens now known by huhmans,they sent out a SOS and when a S&R team came,explored the planet,and decided to colonize it.Here are the local factions of the lone planet:
OEMF:The OEMF from my recent other comment.
OSN:Outcasts Survival Nation:some outcasts who permenatlly settled on a good spot for living,they are hostile towards OEMF and the other factions,but kind to settlers.
Militia:the local militia of the colony.they are well stocked from the other factions and donations from settlers.They are scouts they wander the planet.
Raiders(Main raider group:Forest Collectors)People who harass the colony and outcasts and settlers.
Locations:
New Frontier:A lush forest connecting to a beach and a plain.it is filled with dangerous animals and some bandits.
Colony gate:The enry way to the colony,lots of outcasts to scared to fend on their own.
Wreckage of the Eagle Spirt: The crashed ship that lend to the settling of the planet.Under OEMF control,popular tourist attraction.
Nomadic villiage:FNRG headquarters,very hostile to others.If you have a OEMF dogtag with blood on it,you are allowed.
Races: Apex:A mutant with most humanity then others,but are still not considered human.
Chimera:A mix between an animal and human,but acts like an apex.
Hybrid:A mix between 2 animals or sentient race.
Humans:Galatic lords,they are the top notch space explorers.
Elf:A native speicies to the planet in which this takes place.

Add a mercenary faction or two. Stir things up a bit that way. For good examples, look at the merc factions in Mass Effect 2.
And it'd be interesting to have some kind of highly-advanced race that most people don't even know about. (Like ME2's Protheans, or Halo's Forerunners before they were widely known.)
Also, if it's taking place in the future with spaceships and such, people aren't going to want to be stuck RPing only on the planet. You should add some locations in space. i.e., a large ship you can explore, or a space station, or something along those lines. |

Crimson Battalion:A large mercenary group who work for only the highest bidder,they are very effective at fighting,they incule apexes,hybrids,and chimeras who want to work under the same flag.
Keplar Mercenaries:A group smaller then the Crimson Battalion,they only work for human employers,and will not even talk to non-human employers.They are quick,ruthless,and very effective. |

Don't forget the SAS base.
The Underground: A transversal cave system with Metallic rooms along the walls, steps connecting them all. There are multiple rooms(3) with two beds, and a med bay with three beds. Then the largest is a large metal and wood room with computers in it, referred to as 'Resistance.' The leader Blackout, is not very well known across the diverse of space, He is rarely seen on the battlefield but usually comes in with Two elites and a personal guard from a Gunship. He is highly protected among the faction due to his superior Leading and tactical skills. He does not take prisoners unless it is an absolutely necessity.
SAS ranks: Enlistee: The basic man, with weaker power armor and weaponry. Recon: No power armor, a cloaking device and two plasma sickles. Elites: Tall, extremely good power armor. Large LMGs with under barrel flamethrowers. They only speak when addressed by Blackout, or on missions. The Grand Commanders: In charge of Basic Ranks. Seekers: The ones who go on massive mutant and alien hunts, usually traveling in a group of five. Blackout: The leader. Not much is known other than his name and his prowess of the battlefield. He had a group of OEMF executed just for walking on his territory. He is ruthless, yet kind to settlers and people who fight OEMF and mutants. |

OEMF ranks:
Guardian:A basic solider,armed with a burst directed energy rifle,repeating plasma pistol,and environment armour.
Protector:A more advanced then guardian,and a bit heavier,armed with a large LMG,a plasma launcher,and a bit more tougher environment armour.
Vanguard:A solider with a full auto directed energy rifle,plasma pistol,and a "parkour"suit.
Assaulter:An offensive OEMF solider who take the fight to the SAS.
Defensive Commander:They order the ranks above,and swear their lives to the Grand Defenders
Grand Defender:The most seasoned of the OEMF:
Counsel of Five:The five,top notch leaders of OEMF. |

PDF rankings. Recruit: armed with a small laser SMG Light infantry: Armed with a small laser pistol and basic combat bowie knife Heavy infantry: Modified Kevlar and steel plating, equipped with a LMG with laser sight and red dot Recon: A bolt action Sniper and Plasma knife Assaulter: Direct fighter of SAS. They take dangerous jobs and are usually killed off despite their skill. Armed with a Modified M4 which shoots Armor piercing rounds Field General: Commands ranks beneath him, armed with a small .45 1911 with an extended clip. The Planetary fighters: Guards of the Supremacist , they fight to the death for the PDF. The Supremacist: The leader. A tall man dressed in black. armed with a rocket launcher and Laser SMG. SAS armor desc. Those OEMF assaulters are most likely to be took down bb. Enlistee: Basic metal armor and resignation chambers for radiation resistance. They are armed with a SMG with armor piercing rounds, extended clips, and a laser sight. They also have a bowie knife with laser blade, allowing them to cut through wooden objects with ease. They have a basic blue and white combat helmet.
Recon: Leather armor. With a wrist device to allow invisibility. Longest invisible time: 1- 1 and a half hours. They are armed with a long range, Laser sniper with Variable zoom lens. They are equipped with a basic gas mask.
Elites: Strong Metal armor made of an element found on the planet. Known as Defstonius. The armor has multiple resignation chambers. The armor is Radiation resistant, fire resistant, explosive resistant, and can take a lot of bullets. Their helmet can alter from thermal imaging, regular sight, and a Bio tracker. They have LMGs with under barrel flamethrowers. They carry a thumper Grenade launcher with plasma tips. They also carry a large sickle (spanning about 4 to 4'7 foot.) Which can be extended by the button on the sickle handle.
Seekers: Armed with flamethrowers and Metal armor. Along with a gas mask. Their suits are radiation resistant. They are the ones after mutants.
The Grand Commanders: A black robe with red stripes down the side and middle chest. They only carry a radio and small plasma knife. They are to be accompanied by two enlistees.
Blackout: [armor description is classified to public view] His weapons are a plasma launcher, Multi shot grenade rifle with plasma tip, and a Large electro staff, capable of emitting Electricity through the ground within fifteen feet of him. Then, the Black noise. A strong, low sound Music from his wrist which emits a high decibel of 100, it makes the music of a violin, but it makes the people within hearing distance to become nauseated, blurred vision, and their arms and knees become weak. |

Forgot something about the SAS. SAS only attacks aliens if they attack first. But usually the aliens and SAS are very Peaceful to each other and are in deep trade relations. SAS will help Apex, Chimera, Elves, and Hybrids. The SAS are neutral to FNRG. They don't really trade with them...But Blackout may be paying them a visit very soon to discuss the trade relation and Status of the factions.
Also. Apex, elves, humans, Chimera, and hybrids can join SAS if they meet qualifications. However, they will be straight to enlistee. This could affect their spot in a different faction. Also, if they are in a warring faction, they will not be accepted. They will instead be terminated. |

Here are some locations I thought of while watching a CoD4 walk through:
Uplink:A OEMF owned station that connects to a satellite orbiting the planet,it can be used by all as a shelter and OEMF can use it to test weapons using digitally constructed targets made by the satellite.
Firebase Sentinel One:A base that houses some OEMF reinforcements that can be called when ready,it trains special units called Minutemen,that are armed with a semi-auto pulse rifle and a full auto ballistics pistol. |

Guardian Environment armor description:A armor made of a lightweight fiber underlay,a lightweight titanium chest piece,a small life support if the user is in an area that has harmful gasses,etc.
Protector Environment armor:It has the fibber underlay,a leather underlay,a Kevlar underlay,and a more advanced life support.It besides that,is like the guardian environment suit.
Vanguard parkour armor:It has the same underlay as a protector suit,but with small jump packs on the waist area for parkour.
Assualter:They are just offensive variants of the ranks above.
Commanders:They have thicker armor,and are besides that,more tougher.
Grand Defenders:Kevlar fiber underlay,basic energy shield(Like the exo shield from AW)and a steel/titanium mixure chest piece,with a wrist laser to melt the SAS,literately.

Harvester Radar: A OEMF ground satellite that can have a wide array of usage:from intercepting FNRG and SAS communications to broadcasting OEMF and PDF propaganda to even mass scale hacking.Restricted to OEMF and PDF personnel only,closed to public eyes.any trespassers will be ejected or imprisoned.SAS and FNRG personnel will be shot on sight. |
