they were all pretty good for different reasons
TPHG was a good leader because he was very good at uniting the community (as proven after the NFU), he was popular and very good popular and likeable. alongside this, he seems to very proficient at dealing with internal issues and controversy, defusing potentially volatile situations.
CT was a good leader because he was able to successfully spearhead and deliver on very ambitious projects (RAT's lore, spectrum & borealis [which was like the first fort to get a blog post]) he was also very good at dealing with C&G's criticisms, purely because he didn't care, which ultimately just garnished publicity and respect for RAT. alongside that, he was a pretty capable military leader arguable beating VAK (heh cant wait for the flame on that claim).
polymorphic's a good leader because he can create extremely good quality technology in very short windows of time, and is able to run a very organised and neat system to which RAT can run in a very efficient and streamlined manner.
i'd say those three were/are the best leaders.
