What so you think that mods can go on a game of 3 million+ players and find the scammers, with evidence and delete every single one? I think not

Actually possible with IP, sure it won't stop every single one, but would greatly reduce scammers and alts.

There is absolutely nothing wrong with alts. I find them very useful. Sure, a few people may have taken advantage of the ability to make alts, but getting rid of that ability would be like putting all people who belong to a certain race in prison because one person in that race murdered somebody. It punishes a massive amount of perfectly good people in order to prevent just one of them from doing something wrong.

"possible with IP..." No, IPs aren't reliable. Masking, changing, and proxies can bypass it. Hardware-based bans are far more effective, as they require you to buy different hardware just to bypass a ban.
