The Black Star High-Ranking Member's Manual should be read by all those aspiring to hold a position of 【HR】Coordinator or higher. It describes the abilities obtained upon reaching these ranks, but also the duties which accompany them.
The rules described in this manual apply to all divisions. More specific rules might apply to your individual division; check the Codex for more information.
If you want to be/are a HR and still have questions after reading this manual, send your questions to UniversalBlackStar/ctOS (respectively) by PM.

If you are reading this, you want to become a HR in the Black Star Organization or have just become one. In either case, congratulations!
As a HR in the Organization, you will receive more privileges as well as more respect from our members, and will be a figure of authority and importance within it; a senior agent leading our ranks.
That being said, though being a HR is certainly fun and has its perks, the higher your rank, the greater the responsibilities that come with it. If you can't or are unwilling to do the work that comes with the position, then you are advised to settle for a lower position or head elsewhere.
This manual covers all of the instructions you will need to become a basic HR in the Black Star Organization.
■▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬■ [3] ctOS
The Black Star Organization uses a system for HR inter-communication called 'ctOS', or "Central Operating System" (name inspired by the game WATCH_DOGS).
Upon being promoted to a HR position, the account ctOS will send a friend request to you; this is the official HR account for group communication and where you send all your reports, feedback, questions, and any other important messages you need to send (by PM).
HRs are to send all such messages to ctOS, as it centralizes all of the messages and makes them easier to manage.
Of course, this only applies to messages that should be seen by the group leadership; if you need to contact another HR member regarding group business directly, send it to them.
In the future, the Black Star Organization's HRs may use Skype or other services of this kind to make communication easier as well.

In addition to following all of the rules in the Universal Instruction Manual, you must now abide by the following regulations as well.
【1】 The feedback of our members is very important to us. Therefore, if members have feedback, questions/concerns, try your best to answer them if they're asked politely and at an appropriate time. If you cannot, tell them to PM UniversalBlackStar with their inquiry.
【2】 You must be proficient in the English language. Your use of grammar need not be perfect but it must be decent and clearly understandable.
【3】 You are not to practice rankism (discrimination and mistreatment based on rank). Any HR caught doing this will be severely disciplined.
【4】 You must be active. Whether this means hosting trainings, building, meeting with other clans, or a different task depends on your division of choice, but you must contribute to the Organization in some manner fairly often. There is leeway for school, exams, etc. within reasonable limits, of course.
[NOTE: If you will be inactive for an extended period of time (ex: vacation) notify ctOS before your departure to retain your rank. If you are in an elected or appointed position, 2 weeks' notice is required.]
【5】 Maintain a professional and mature attitude towards everyone you encounter while representing the group, including allies and enemies. As a HR, you need to set a good example for the LRs and MRs of the group.
【6】 Read and follow the training/event guides for your division, they explain what is expected of you when hosting group events.
【7】 Do not abuse your shout privileges, or you risk demotion. See the Shout Guide below.
【8】 Any HR caught accepting bribes*, consorting with enemies, otherwise betraying the group/engaging in corruption, or being an accomplice in any of these acts shall be exiled.
*Taking the bribe money and then reporting the bribe to Crown Council+ or via ctOS is acceptable behavior.

In each shout, there are two important components; the SHOUT TAG, which determines the nature of the message, and the BRACKETS, which determine how important the shout is and how long before it may be overshouted.
You may always overshout if the shout is about the end of a group event, if you outrank the shouter by 2 or more ranks or if the shouter has given you permission to overshout.
If you absolutely must overshout, include the previous message's shout in your new shout (or at least the important part of it).
【BRACKETS GUIDE】
{TAG} Curved brackets; indicates a group event or minor-importance message. If it indicates an event, you may overshout when the event is over; otherwise, overshout whenever.
[TAG] Square brackets; indicates an important group event or message of moderate importance. Must be Division Representative+ to use. You may overshout after the event ends or after 1 hour has passed. [[TAG]] Double square brackets; must be Commissioner+ to use. Indicates a message or announcement of major importance. Do not overshout until 4 hours have passed. 【TAG】 Special brackets; must be Lead Commissioner+ to use. Crucial announcement that all members should read; do not overshout for 48 hours. 【【TAG】】 Double special brackets; Crown Council+ only. Do not overshout. ----------------------------------------------------------------------------------------
【SHOUT TAG GUIDE】 *Where applicable, always include location and time in your shout. When you finish hosting a group event, make sure to shout that the event is over.*
TRAINING - Indicates a training at a group training facility.
RALLY - Indicates a rally in preparation for a raid or to make a big announcement.
RAID - (MILITARY) Indicates a raid in progress on another group.
MEETING - Indicates a group meeting. Make sure to include who is allowed to attend (all members, HRs-only, etc)
EVENT - Indicates a different group event. Make sure to explain what the event is in your shout.
MSG - A brief message to the members of the division.
NEWS - EP+ only. News about recent or upcoming events in the division or the Organization as a whole. May include a forum post.
ANNOUNCE - AP+ only. An important announcement that all members should pay attention to. May include a forum post.
EMERGENCY - Crown Council+ only. The group is under a state of emergency. No other group events of any kind may take place, and all divisions are under lockdown. Obey all instructions sent by Crown Council+ without question during a state of emergency.

To assist them in the performance of their duties, HRs are given a number of disciplinary and decision-making abilities based on their position; these are listed below. Note that these abilities only apply to divisions in which you're a HR in.
【Coordinators+】 •May host and co-host most group events •May use admin at group places related to their division •May use the group shout for event-related purposes •May moderate group wall posts •May view the audit log •May use ctOS for communication •May make promotion/demotion recommendations •May participate in elections (see the Elections Guide)
【Supervisors+】 •May promote/demote lower-ranking members •May spectate events held by lower-ranking HR members* (see end of this section)
【Executives+】 •May launch raids or other group initiatives (with the prior approval of the Committee) •May suggest resolutions (propositions/ideas) to the division's Committee
【Division Representatives+】 •May represent the division's membership •May use the group shout to post news •May participate in Committee meetings •May make resolutions to the Committee to be voted on •May vote on Committee resolutions •May promote/demote the HRs of the division •May host certain group events, such as tryouts •May (with the Committee) authorize raids and other major group initiatives
【Division Heads+】 •May break ties in Committee votes (Division Head only) •May take over another HR's group event (with good reason only) •May directly communicate with the Commander w/o using ctOS •May use admin at all Organization places
【Commissioners+】 •May represent the Crown Council •May use the group shout to make important announcements •May host Committee meetings and any other group event •May oversee and monitor the division to check for corruption and other such issues, and have full investigative authority •May veto any Committee resolution that is obviously unintelligent or harmful •May delay any Committee resolution by referring it to the Crown Council •May monitor and supervise other HRs and all of their group events •May use custom event facilities with approval from Lead Commissioner+ •May add anyone to the Blacklist (with good reason)
【Lead Commissioners+】 •May oversee the other Commissioners and all divisions of the group •May use owner-level admin at all group places •May run advertisements on behalf of the group •May overrule a Commissioner or Representative decision if deemed inappropriate (may be appealed) •May grant authorization in certain group decisions •May participate in most Crown Council meetings •May immediately make a decision or resolution without voting in times of need; this decision/resolution is temporary
【Crown Council+】 •May exile members •May pardon members** •May approve election candidates •May make final decisions on a matter •May represent the Commander if he is not present •May supervise/access/monitor everything related to the Organization •May auto-approve or veto any Committee resolution or decision if needed •May declare a state of emergency •May add anyone to the Blacklist •May make/approve all official group rules and regulations
【Commander】 •Makes the final decision in very important group matters and responsible for overseeing and leading the entire Organization •May pardon blacklisted individuals
*There can be up to two (2) spectating HRs at another HR's event. You may not take over another HR's event unless they allow you to or they are behaving inappropriately. Higher rank gets spectating priority. Division Heads+ are authorized to take over another group event if needed; they must not abuse this.
**Crown Council+ have the ability to pardon members; in other words to forgive them for an offense, nullify any consequences and clear their record. This ability will only be used where a member has been wrongfully punished or in very special circumstances. It may NOT be used for preferential treatment.
