| basic tools are fine. look up tutorials on youtube. most dont use any plugins at all. it takes time and practice thats about it. |

| Uhhh....I generally don't find too many plugins to be useful for creating uniforms....and generally paint.net isn't the best for creating uniforms... |

Some clothes I have seen have effects that usual tools would take a lifetime to finish. Unless there are some techniques I don't know.

its the primary software for creating uniforms
also you don't need any plugins to make them
all you need is pretty much a pencil, pen and fill |
