In development means you're working on your clans technology, but it can also mean to be working on the uniforms, clan blurb, logo, page, name, etc etc.
Without first creating a clan those things are hard, but not impossible to do. No reason to waste effort when you're already swamped with things to create so first you create your clan.
It's also a great way to establish the clans so called government beforehand. While in-dev people try to recruit selectively, otherwise finding high ranks to help run the clan before it starts.
It's also the same idea as a movie that isn't in theaters yet. You hype it up get people all excited about it so they check it out once it comes out. Over-hyping happens everywhere in our everyday lives no reason you should complain about it only here.
Going into development can be beneficial for these reasons that I literally thought of off of the top of my head, please explain to me why you wouldn't want to go in |

in-dev clans shouldn't exist they create expectations let downs most of the time they take months to get released and end up failing because the members forget the clan exists before it's released because it takes so long
sure you can be organized for the first week or so but when you have to deal with the new member flow they crack because they've been so prepared for certain situations by pre-meeting
plus some are already bragging that they're great clan leaders because of their in-dev clan based on their own expectations for their own group which isn't out yet
stupid make the group get some people to dev for you and keep it quiet i'm tired of trash people making trash threads on C&G |

staying quiet means few/no flow of new members tho
in-dev is like a said a way to hype and advertise a clan
there's people who do it right and people who utterly suck at it but you have to at least try |

a member flow shouldn't be of importance to you when you don't have anything released
member flow should be important when you can actually use that member flow
i'm not saying they shouldn't try i'm just saying if you're going to build up hype for it they should live upto it so they don't look like morons |

if they look like morons you get a laugh out of it
if they do it right you get to watch a clan build up
+ a member flow is always of importance. like i said in the beginning you need a "pre-established government" which is hard to find without a member flow
the members that joined during in-dev are also there to help manage the member flow as to when it actually starts up
hard to have active training, raids, meetings if the clan leader is the only hr there you know |
