sorry but that's not a legal issue, it's a privacy issue

Companies like tv and google censor out personal information as part of their policy, not the law

Which is why it's against the law.
If it wasn't against the law, why do they commonly win court cases over this?

Sure, there's not a law that explicitly says "you cannot take defaming photos of people in public and publish them on the internet". But we have privacy and defamation laws, and so a lawyer could easily find a law you are breaking if you do so.

What's really messed up, is that taking pictures of somebody underneath a skirt is perfectly legal.

It actually happened. Some creepy guy went up, took a shot of some girl's underwear at a sales desk, and when it got to court, the judge said there was nothing he could do because the law said nothing about it.

People only sue if it's a serious issue.
Why would you expect people to spend tens of thousands of dollars taking you to court when I highly doubt there's anyhing

Defamation and privacy laws and court cases do differ by state.

I don't know how they work in all states. But I'm pretty sure most states you can get sued if you take and publish a photo of someone without their consent that they feel defames their character.

Defaming is subjective.
If you take a picture of someone and they feel like they were defamed, they could take you to court.

This is usually why shoes like prank shows are most likely to censor people's faces if they don't give consent, because a strong case could be made for defamation.

However, if you just take a photo of a public street and a person on a bike is going buy and it's just a normal scenery, well, no one's even going to try and sue you for that. So there's no problem with that and no one's ever suggested there was.

The times when you need to be careful about the photos you publish is (1) when they're taken on private property or (2) when they are possibly defaming the person's character.

If you're avoiding both of these, you're probably safe.

Making a profit off of anyone's photo without their permission is illegal in Ohio. So if your site your publish the photos to makes any revenue from it (like through ads or merchandise) you could the liable.

You can be sued for defamation in Ohio, but you cannot be awarded with more than $1000 (so suing's kinda worthless).
