North Atlantic Treaty Organization Guidelines ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Sec. 1, The North Atlantic Treaty Organization (NATO) shall be comprised of particular levels of governance responsible for various components of NATO.
(a). Secretary General - Responsible for administering North Atlantic Treaty Organization meetings, votes, etc. (I). Serve a two month term. (II). No term-limit. (III). Any individual may run if said individual signs up in time for the vote to commence. (IV). A vote of no confidence may be brought to the floor at any time by any nation present to remove the Secretary General. If the Secretary General is removed, the Deputy Secretary General shall serve as the Secretary General until the next Secretary General election. (V). Only votes in the situation of a tie in the parliamentary assembly. (VI). Secretary General terms shall be as follows:
January 1st - March 1st March 1st - May 1st May 1st - July 1st July 1st - September 1st September 1st - November 1st November 1st - January 1st
(b). Deputy Secretary General - Charged with taking the place of the Secretary General if the Secretary General is not able to fulfill his duties during a meeting (i.e., representing another nation, absent, etc). (I). Chosen by the Secretary General after a new Secretary General is elected or if there is a vacancy in the position. (II). No term-limit. (III). A vote of no confidence may be brought to the floor at any time by any nation present to remove the Deputy Secretary General. If the Deputy Secretary General is removed, the Secretary General must select a new Deputy Secretary General, and the Deputy Secretary General who was selected, may not serve as Deputy Secretary General under the same Secretary General they were expelled under.
(c). Chair of the Military Committee - Responsible for overseeing the Military Committee, calling committee meetings to order, administering Military Committee motions, etc. (I). Elected on the first of each month by the Military Committee. (II). No term-limit. (III). Any individual who serves military committee may run for Chair of the Military Committee. (IV). The Chair of the Military Committee gets a vote on Military Committee motions, since they represent a nation already. (V). A vote of no confidence may be brought to the floor by any member of the Military Committee. If the vote of no confidence passes, a vote shall be conducted immediately to find a Chair of the Military Committee to serve until the next Chair election. (VI). Chair of the Military Committee terms shall be as follows:
January 1st - February 1st February 1st - March 1st March 1st - April 1st April 1st - May 1st May 1st - June 1st June 1st - July 1st July 1st - August 1st August 1st - September 1st September 1st - October 1st October 1st - November 1st November 1st - December 1st December 1st - January 1st
(d). Supreme Commanding General of the North Atlantic - Head of the NATO Response Force, charged with following through on the actions vote on by the NATO Military Committee. (I). Serves a life-term, may only be replaced if the military committee motions for a new Supreme Commanding General of the North Atlantic (in which members of the NATO Military Committee, Secretary General, or Chair of the MIlitary Committee may nominate someone to serve as the Supreme Commanding General of the North Atlantic) upon a confirmation vote by the Military Committee.
(e). NATO Military Committee - Members of the committee vote on military action on behalf of NATO. (I). A high-ranking member of a NATO member nation's military may serve on the committee and represent the interests of their nation's military and the organization as a whole (an individual who has no direct involvement in the military should not serve on this committee). (II). If the Military Committee comes to a tie, the motion fails. (III). Vote on military action on behalf of NATO. (IV). Approve/disapprove of the course of military action prepared by the Supreme Commanding General of the North Atlantic after a vote for military action is approved.
(f). Parliamentary Assembly - Responsible for voting on everything besides military action (Acceptance of nations, political sanctions, etc). (I). One person for each NATO nation shall serve on the assembly. (II). If an individual on the Parliamentary Assembly is absent, a member of the same nation under the "Nation Representative" rank may vote in the place of said absent leader.
(g). Nation Representative - A rank reserved for various other nation leaders, mainly reserved for being a "back-up" member of the Parliamentary Assembly, and vote for the interests of their nation. (I). Each nation may have two people in this rank. (II). Nations are not required to fill this rank.
(h). NATO Response Force - Military force of NATO, under the command of the Supreme Commanding General of the North Atlantic overseen by the Military Committee. (I). All actions are authorized by the Military Committee, and the wishes of the Military Committee are delivered to the NATO Response Force via the Supreme Commanding General of the North Atlantic. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Sec. 2, Meeting requirements.
(a). In order for a Parliamentary Assembly or Military Committee meeting to take place, (I). A quorum for meetings to be conducted, votes shall take place out of the nations present. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Sec. 3, Prior to any formal declaration of war, military conflict, military occupation, or any potentially hostile military advancement by forces under the North Atlantic Treaty Organization (NATO) shall,
(a). If a declaration of war is proposed by a member of the Military Committee, then the Chair of the Military Committee shall, (I). Hold a formal assembly with members of the NATO Military Committee (and The Supreme Commanding General of the North Atlantic) to discuss the previously mentioned military action and either approve or disapprove of the request. (II). At the conclusion of the Military Committee meeting (if said military action is approved) The Supreme Commanding General of the North Atlantic shall draft a formal plan (detailed in section b) for the aforementioned military action and present it to the Military Committee, where the committee can either approve (the plans go into action) or disapprove (The Supreme Commanding General is forced to redraft new plans and present these to the military committee once again for approval. This process shall re-occur until the Military Committee has formally decided on a military plan to implement.
(b). When the Military Committee approves the measure of military action, the Supreme Commanding General shall, (I). Meet with his/her fellow military officials and consultants to formulate a concrete military strategy to later be presented and approved by the Military Committee.
©. If the Military Committee votes in favor of military action,
(I). The Parliamentary Assembly retains the right to veto the decision of the Military Committee to go to war by a simple majority vote. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Sec. 4, Before the parliamentary assembly considers nations for admittance into NATO, nations must meet certain prerequisites. In the subsections below, guidelines regarding membership of NATO shall be detailed.
(a). Nations must; (I). Be sovereign. (II). Population must exceed 150. (III). Military size must exceed 50. (IV). Have a majority of government positions filled.
(b). The Secretary General has the right to issue exceptions for nations not meeting membership requirements for any of the following (but not limited to) reasons: (I). Nation is showing progress towards meeting goal set out by membership requirements. (II). Nation is essential to NATO operations and its removal would weaken the organization despite it not meeting all membership requirements. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
