A Senate resolution To re-order the way in which we vote via forums and introduce clear new guidelines to voting and other provisions
Section I - Preamble Recently, Zeyad567 has attempted to keep a forum vote going, even after it had ended and a clear verdict had been given by the Senate. To stop him ever abusing his power again, we should set out a clear list of rules which must be followed.
Section II
(1) If a majority of over half of the entire Senate on a forum vote is met, the vote shall end immediately and the majority verdict shall be adopted.
(a) This rule only applies to resolutions requiring a simple majority in a regular session to pass.
(2) Forum votes may have an expiry date.
(a) The minimum expiry date is 5 days after the resolution is introduced.
(b) The resolution must have at least 2/5 of the Senate to vote on it for the expiry date to take effect.
(c) If the expiry date is met and the appropriate majority of aye votes have been cast, the resolution shall pass.
(d) If the appropriate majority of aye votes have not been cast, or the expiry date passes with a tie or without the 2/5 Senate threshold being met, the resolution shall fail.
(e) This does not affect expulsions or impeachments.
(3) The President Protempore shall be in charge of overseeing the legality of forum votes.
(a) They shall be permitted to terminate a vote if it has failed or breaks other rules, however must communicate this to the Senate.
(b) They may not terminate a resolution vote for any other reason.
(c) They shall be responsible for transmitting to the Congress of the passage of a resolution, and must post said resolution on the National Archives and Records Administration's wall.
(d) It is recommended for the Protempore to assign an appropriate resolution name and number such as "S.Res 5" or "S.JRes 7", depending on the nature of the bill and who it affects.
Section III - Conclusion Why the President Protempore, you may ask? Well, the PPT is elected by the Senate. They are to exercise their duties in a nonpartisan fashion, and as such are the best candidate for being fair and equal to all throughout the forum voting process. This resolution will make sure that rampant abuse in Congressional votes ends forever, and that we enter a better process of forum voting. |
