> 2 different ads
The only reason people think its Black & Blue and not White & Gold is because the W&G advert has stop running and the B&B advert looks exactly the same (layout wise) as the W&G advert henceforth people think it is the W&G advert and the color is B&B when infact they are 2 complete different adverts.
If you seriously cant figure this out you have a IQ of about -3. |

| It is black and blue. The original dress designer only sells in in black and blue. |

The way you see it is completely dependent on both the lighting in the room and the screen brightness. In a bright room with a bright screen, your eye closes off more, thus restricting the light that enters the eye. Blue has a more compact wavelength(and so does the black/purple color seen on the dress), which is why it's more easily visible in those conditions.
The dress is in fact blue and black but the poor lighting of the picture as well as the reflection of light on the top black bar can make it difficult to discern the pictures between blue & black and white & gold.
The manufacturer of the dress has confirmed that they only sell it in blue and black, but it should be noted that the picture is so poorly lit that it can be hard to tell under the right circumstances. If you look at the same picture at a different time and location, your pupil's adjustment to natural lighting could affect how you see the image.
That's all the science of why the ORIGINAL picture is hard to discern.
However, one of the big reasons that this has become such a big deal is that there are modified versions of the picture to display white and gold, as well as modified versions to see blue and black. Some of the ads on ROBLOX that have been modified in the same way.
You can read the best explanation on wired. It's also got some pretty good pictures explaining it.
Goodness Gracious that Booty is Spacious! |

| It is due to the lighting. Our eyes naturally discount the light, but in this odd case our eyes do not. Some the image will appear as different colours due to the lighting. The colour changes because our eyes are trying to adjust. If you extract the lighting the dress is black and blue, but if you add more lighting it becomes more white and gold. |

Light enters the eye through the lens—different wavelengths corresponding to different colors. The light hits the retina in the back of the eye where pigments fire up neural connections to the visual cortex, the part of the brain that processes those signals into an image. Critically, though, that first burst of light is made of whatever wavelengths are illuminating the world, reflecting off whatever you’re looking at. Without you having to worry about it, your brain figures out what color light is bouncing off the thing your eyes are.
Ok! Now stop bumping this. |

| If you want to see it, just tilt your head at a 90 degree angle and try to look from the bottom of your monitor, or just tilt your monitor until you see blue/black. |
