Catching the Rabbit - Espionage on a Floating City-State
Setting: 2050 A.D. on a relatively technologically sophisticated city built on the ocean, intended to be a democratic utopia of some sort.
Synopsis: Agents from various nations compete to catch an enigmatic individual known only as 'The Rabbit'. They are obstructed by a lack of reliable information on the Rabbit, competition with other foreign agents, and a group of rogues who seem to know the Rabbit to some degree. The nations that sent foreign agents to this city are only interested in gaining an edge in a three-way war.
Note: Most of the information is for reference so that you can come back to it if you need some clarification on a subject, but make sure you at least skim over sections 3, 4, and 5. You need to read the rules, though.

1 - A Brief History - The year is 2050; the Earth is mired in the conflict that is the Third World War. Before the war, the European Union, United States, China, and several other highly developed nations adopted nuclear fusion and hydrogen fuel as the principle technologies for resolving a rapidly approaching energy crisis, which came to a head in 2030. The intense, but localized conflicts over natural resources prompted rapid military buildups that coincided with the advancement of weapons technology, like the naval railgun and the weaponized laser. In an attempt to quell tensions between the three different powers, a large joint-training exercise was hosted in the South China Sea. Unexpectedly though, a thermonuclear weapon was detonated in the middle of the ocean, wiping out over a quarter of the forces participating in a naval exercise. The weapon in question was of a new design that none of the parties had deployed, so the fallout from the incident sparked a three-sided war. These events had only occurred five years before the current time, and the war is locked in an endless stalemate.
2 - Backstory – Because of the emergence of war, weapon engineers were kept under tight surveillance; however, an enigmatic designer with a rabbit avatar periodically produced prototype weapon designs for the three powers and had them distributed through a complex series of proxies. When the rabbit stopped distribution of the prototype blueprints in 2049, intelligence agencies around the world sought to find the person behind the avatar and their location. Then, the rabbit sent a message to these intelligence agencies after breaking their security, and in a taunting manner, revealed that they were located in Pacifica, a massive artificial floating city that acted as an independent neutral nation in the war. Without any other leads, these governments sent agents to try to bring the Rabbit into custody.
3 – Factions and Organizations –
European Union – The European Union was a political-economic union was reorganized into a confederacy in the time before the Third World War, with each nation retaining their original government structures with a union legislature and supreme executive branch at the top. EUROPOL, reorganized into an intelligence agency for the central government, was assigned to the task of capturing the Rabbit.
United States of America – The United States employs the Central Intelligence Agency (CIA) and few elements of the military for the mission to capture the Rabbit in Pacifica. The country has so far limited their military engagements to foreign territory and in the oceans.
People’s Republic of China – China’s navy easily beat back in the Pacific Naval Theatre and China sent agents from the Ministry of State Security (MSS) to capture the Rabbit, like the other nations in the Third World War, it does not hold much occupied territory nor does it have too much territory occupied by the enemy.
Pacifica – The neutral city-state government that was unexpectedly dragged into what is soon to turn into a battle-royale between various intelligence agents in the city. They have a formal legislature that is supervised by a Board of Directors. -- Pacifica Defense Force – The formal volunteer military defense force of the city, these forces are relatively well-trained and provide security in tandem with the local police force. They have a considerable naval force that includes several helicopter carriers and cruisers. -- Pacifica Civil Police Force – The Civil Police Force represents the main law enforcement branch of the city’s government, officers are generally lightly armed but special response teams are also ready for rapid deployment if regular patrol units cannot contain a situation.
Silver Wing Organization – The enigmatic rogue counterintelligence operations group that seems to have close ties with the Rabbit, their agents within Pacifica City are well-equipped, trained, and seem to have infiltrated many elements of Pacifica’s intelligence and law enforcement services. The organization is named for the silver emblem of hummingbird wings that members wear. Since they are in possession of multiple large corporations within the city, it is likely that the Rabbit might be by extension, connected to these corporations as well.
4 – Technology and Firearms
Firearms: Traditional ballistic firearms utilizing cartridges are the standard, though a few mobile railgun and energy weapons are known to exist; however, these are typically only available only to military personnel and possession by intelligence agents is highly unlikely. The Chinese still utilize the QBZ-95 series of bullpup firearms, the Europeans utilize the firearms of their homelands, and the Americans have made AR-15-based rifles like the M4 the mainstay of their military for the foreseeable future. Handguns are definitely the mainstay of any agent looking to covertly pack some protection for him or herself. Some weapons are equipped with miniature hologram projectors that indicate how much ammunition is left or assist with aiming.
Drones: Large unmanned armored vehicles and cars are utilized by Pacifica’s military and police branches for emergency response, though conventional police cars are typically used unless a situation necessitates the need for what amounts to an unmanned tank. Aerial drones and unmanned gyrocopters are also used by Pacifica. Possession of large unmanned drones is forbidden, except for the Pacifican government. Pacifica also has a large amount of automation, using cleaning drones that serve the dual function of cleaning streets and sidewalks while acting as mobile trash bins, along with maintenance drones that can do minor and major repairs to the city, and finally traffic drones that are commonly used by police or construction crews to help redirect civilian traffic.
Hologram projection technology is commonly used for small devices like smartphones, but devices using screens are just as common, so essentially the question of screens or holograms is a matter of choice. Hologram technology is not yet advanced enough for the utilization of decoys.
There are other various technologies like AIs, androids, personal kinetic/energy shielding, and vector boosters that are rare prototypes whose appearances will be few in number.
5 – Pacifica
The city is a massive artificial island complex supporting a population of roughly 30 million inhabitants, although this does not make it the world’s largest city by population, it is an impressive feat for a city that has been recently established in comparison to other cities. Originally, it was an experimental project designed as a partial solution to global warming, and the current government was formally established in 2030, though the date on which the project started is unknown. Occasionally, reports of supernatural phenomena come up and are largely ignored.
The city possesses a concentric structure of buildings and facilities lying on seven huge support rings connected to the central support tower by bridges and underlying support beams. Currently, the city is divided into six districts based on the support rings. Each district possesses airports (with the exception of 06); District 04 has the largest non-passenger airport for air-freight. Pacifica boasts a considerable public transportation system along with an even larger road system for travel between districts. Public transportation consists of automated buses and a network of train systems. For long-distance travel in and between districts, high-speed rail is available, but normal tram systems are much more available, you can pretty much get anywhere with public transportation.
Districts- - District 01: This is the innermost district of the city and includes the central support tower, the tallest structure on the island. The area around the central tower is mostly restricted, but those who have the opportunity to go there will find a decently-sized forest area surrounding the monolithic tower. The district possesses mainly possesses government administrative buildings and a few military facilities, making it the city’s government district. Due to presence of the central government and the central operations tower, this is also the district with the heaviest security. District 01 encompasses everything within the first support ring.
- District 02: This district primarily contains corporate office buildings and the larger shopping centers of the city, even though stores can be found all across Pacifica except for District 01. The district is also home to a few of the major research and development firms in the city. District 02 would be considered the business district of Pacifica. District 02 is entirely made up of the second support ring.
- District 03: The district is more of a mixed conglomerate of residential and commercial areas, most of the businesses here are generally small or a part of chains. The residential sectors of District 03 are a blend of suburban neighborhoods and typical city-residential buildings such as apartments or townhouses. The business and shopping sections of the district are just what you expect from any typical metropolitan city. District 03 can be paired with District 05, as there is no real difference in the composition of the two districts. District 03 encompasses the area on the third support ring of Pacifica.
- District 04: Occupying the most area in Pacifica with the fourth and fifth support rings, District 04 represents the manufacturing and agricultural sectors of Pacifica. The sheer expanse of the agricultural sectors of District 04 makes automated labor dominant in them, and District 04 boasts the lowest population density of any other district. Power is supplied from the central support tower, though the District generally has a few backup fusion reactors. Thanks to the amount of area dedicated to food production, Pacifica has achieved food independence and can also export food. For agriculture, hydroponics reign supreme as the method of food production in Pacifica.
- District 05: The district consists of a densely populated urban area with plenty of high-rises and parks; it is similar to District 03 in the fact that residential and business buildings are located closely to each other, with neither taking an overtly dominant role in the district. District 05 is also home to the outer administrative division of the Pacifica government, so a few military facilities reside here as well. District 05 occupies Pacifica’s sixth concentric support ring, which possesses almost as much area as District 04.
- District 06: Half of the district makes up a large port and shipping area, where nearly all of the goods entering and leaving the artificial island come through. The military occupies several harbors within the district in order to dock their naval forces. Most of the vessels docked in these commercial ports are container ships, and processing of these containers is handled by automated labor with supervision by human inspectors. The other half of the district is basically a continuation of District 05, with harbors for passenger ships but no beachfront.
Landmarks-
[District 01] -Central Operations Tower ‘Pacifica Tower’ – The central tower that is essentially supporting the entirety of Pacifica, it is a massive structure in both sheer length and radius. Besides what can be seen above the surface, it also runs down to the bottom of the sea. It appears to be a silvery grey in coloration and stands at approximately four thousand feet above sea level, if built on land; it would exceed 30,000 feet in height. Access to the tower and area around the tower is heavily restricted and outright forbidden in some cases, the airspace is also heavily controlled- starting around the edge of District 02.
-Concord Military Base - The primary military installation for ground and air forces of the Pacifica Defense Force, it is the largest military base on the island and is located in District 01. Like the rest of the district, it is heavily secured. The base provides military security for District 02 as well.
-Central Government Administration Building – The capitol building of the Pacifica Government, it is a sleek building that reflects the sky with glass windows and sits at the base of the Central Operations Tower. The building is where the Pacifica Board of Directors and the general assembly are based.
[District 02] -Tibbar Research and Development Complex – The Tibbar R&D Complex consists of several buildings, including two labs and a corporate building for office work. Tibbar is considered one of the smaller research firms in the city, but they designed the high-speed trains currently in use on Pacifica.
-Copperhead Robotics Headquarters – The main corporate office for the Copperhead Robotics company; their manufacturing facilities are located in District 04, but the financial and human resources aspects of the company are handled here. They are one of the few civilian organizations permitted to test drones under military supervision.
-Ailo Shopping Center – The largest commercial complex in District 02, it contains many smaller businesses and acts as an exhibition center for the many technology expos that are hosted throughout the year. Generally, it is a popular destination for employees working in other buildings around the complex for meals.
-Mirror Tower – The main administrative office for the Civil Police Force in the jurisdiction of District 02, it oversees all police stations within District 02. The building has a mirrorlike façade, thus giving the tower its name. The tower has two hangars and several helipads for launching tiltrotor and helicopter aircraft.
[District 03] -High Speed Rail Terminal One – The station where all high speed rail lines pass at least once, this is a large, sleek train station that hosts many shops and acts as the major commercial shopping center in the district.
-Aurelia Academy – The largest university in Pacifica, it has an extremely diverse course curriculum and is revered for the practical training courses. The academy has over one hundred thousand students enrolled at any given time and is around the same size as the Concord Military Base. The campus is located along the edge of District 03, bordering District 04, which is where practical training is carried out.
-The Dome – The main administrative office for the Civil Police Force in District 03, the office oversees police stations in the district and the building is shaped like a dome. The building has underground launch pads around the exterior and is surrounded by several perimeter fences. The dome itself towers over surrounding buildings.
[District 04] -Monitor Air Force Base – This military base provides security for District 04 in tandem with the local police forces. Though the base is considered an air force base, it also has a large contingent of ground forces to ease the issues of deploying forces from the surrounding districts. It is located on the fifth support ring.
-The Windy Tower – The main administrative complex for the Civil Police Force of District 04, it is surrounded by a grassy field with wind turbines. During the day, the wind is particularly high in this region. It is located on the fourth support ring.
- Whitefield Cargo Airport – The largest airport in Pacifica by size, air freight is handled here, making it the airplane equivalent of District 06’s ports. The airport is located on the fifth support ring. Whitefield has a railway hub for transportation to other sectors in the district.
[District 05 / District 06] -Pacifica International Airport – Located in District 05, this is the main civilian airport in Pacifica; it is the primary entry point to Pacifica for those who are traveling in by air. The airport is distinguished by a large amount of automation, including in air traffic control and maintenance, though firefighting and emergency services are handled by trained personnel. The airport is also directly connected to Pacifica’s major train lines and public transportation systems.
-Border Passenger Hub – The main entry point for people traveling by sea and port for passenger ships. The hub contains an adequate amount of shops as one of the smaller shopping centers in Pacifica.
-Arcadia Military Base - The primary military base in District 05, it is a combination of an army base, air force base, and equipment depot for ground forces in District 05. The base is surrounded by tall 50 meter walls and heavy defense emplacements. The base is where military security forces are deployed to District 05 and the urban sector of 06.
-Emmings Naval Base - The primary naval base for the Pacifica Defense Force is located in District 06, it possesses heavy security and all of the Pacifica Defense Force's ships dock here for repairs and supplies. The naval base provides security for the harbor sector of District 06.
-Hoover Industrial Complex – This is the headquarters for a small multinational company that builds a few of the components for laser modules used by the Pacifica Defense Force to replace gun emplacements. This is the research and development complex as well as the corporate office for the company. Overall, the complex occupies around five buildings.
6 – Rules
Of course, for every roleplay thread, we have a couple of rules.
1. Godmodding, Powergaming, and Metagaming are forbidden, please employ common sense with the knowledge that your character logically possesses and when fighting. The reason for this is to ensure that the thread doesn’t quickly degrade into an explosion battle that destroys half of the city in the process.
2. Do not pull out large armored vehicles, drones, large guns, lasers, prototype technology, and etcetera out of nowhere, these things need to be smuggled in by smugglers, criminal organizations, or agency contacts. It’s also difficult to walk around with these things, so please don’t carry them with you unless you want to get shot. Handguns are fair game, but don’t expect to get off easily when a police officer catches you with one. If you read this rule, do not start out immediately with firearms.
3. Characters can only be killed off with permission from the creator of that character, thread administrators, or the writer of this thread (me, AlphaX10). The rule ties into the powergaming rule; injuring a character is acceptable when common sense dictates it- but don’t ‘block’ every single attack either. The consequence for breaking this rule is getting shot.
4. Employing wiretaps or hackers to gain information through the digital plane is both a risky and sometimes unreliable venture, you won’t be able to get everything you need through here but you might get a few leads. However, a trace may be used to find the source of the hack. For the identity of the Rabbit, you won’t be able to get anywhere through this method- otherwise, there would not have been a point in sending agents to find the Rabbit. If you’ve made it this far, make sure you have some sort of electronic device with your character as well.
5. It is up to a character to keep a piece of information secret from the others or not, it is also up to the characters to cooperate or try to find the Rabbit alone.
6. A person may create a character who is a normal citizen or employee of the Pacifica government, though they’ll get dragged into the hunt for the Rabbit in some way.
7. To keep the pace of the story going, characters may be contacted by their superiors and given orders to carry out, for which failure is an option (but one that is not recommended for more than one reason.)
8. Please don’t go straight into a military base or restricted areas with no good reason, these locations are restricted for a good reason and access won’t be granted for any characters until certain conditions are met.
9. Weapons of mass destruction are absolutely forbidden.
10. Do not try to kill the Rabbit.
7- Character Sheet –
- Optional: Aliases and Personality, erase these sections if you don’t use them.
- Name: First name and last name are necessary; these can be false if you’re an agent. Middle name is optional. -Alias(es): Nicknames or prominent alter-egos. This can include online usernames as well. -Age: Self Explanatory, people who are intelligence agents deployed on this mission shouldn’t be of retiree age or a high school student. -Affiliation: The organizations you are affiliated with, these include intelligence agencies, criminal organizations, companies, and government organizations. -Appearance: Include physical appearance and clothing, nothing too outrageous. You can make broad generalizations and you don’t have to get into specifics about height or weight. -Personality: General behavior patterns of a person, if they have any unusual quirks like frequently having a pack of Pocky to eat all the time, include them. -Personal Items: Any personal items belonging to a character, this generally covers jewelry and items with sentimental value, not weapons or disposable items like money because these change so frequently. -Biography: These can be falsified as well, a biography doesn't come up most of the time but you should include a few sentences about the character’s background. -Other: Anything that doesn't fit into the other fields.

| That's really one of the easiest ways for your character to get killed, the point is to not attract too much attention and a man in a bulletproof suit walking around with a shotgun isn't exactly subtle. |

| The suit is bulletproof and thus a concealable bulletproof vest or whatever, and the same goes for the umbrellas, which let you see the other side, and can fire a sort of bean bag at a high velocity to knock people out or presumably a normal slug round, is what I'm saying. I guess. |

NPC Characters for equipment and information requests. Alias: Beckett Age: 40 Gender: Male Affiliation: United States Appearance: A middle-aged man who is around six feet tall, he looks pretty average with brown hair and brown eyes; Beckett doesn’t particularly stand out in a crowd- making him difficult to track. He wears a thick beige trench coat over a dark shirt with green stripes and black pants. His face is sometimes obscured by a pair of rounded glasses and a short beard. Personality: Beckett is generally helpful and likes to leave some room for error in an operation; though he is honest in his opinions as well- not really holding back in his criticisms of other field agents. Personal Items: Holocube communications device, a pack of small candies. Biography: Beckett’s position and age implies that he is an experienced field agent at the CIA, though without his real name, it is difficult to track down his history. Other: Procurement of Equipment and Intel is done through this guy.
