Villager picks up any item to his pocket Therefore : Fireballs, thunder, explosives OR ANY Projectile for that matter ( I've seen villagers PICK UP OTHERS TREE! )
Is techniclly a item

"They don't spawn" Then tell me this : Where do Fireballs come from? Where do Bombs come from? Where do any projectile from a play come from?
With your therory
No user projectiles or items exist when the items are turned off

| dude they only come from the characters, why the hell do you keep taking everything so literally. Just because the villager can pick those character projectiles up does not mean those are items, because NO ONE ELSE CAN FREAKING USE THEM OTHER THAN WHEN VILLAGER IS COUNTERING WITH THEM. |

Fireballs come from Mario Bombs? There are many bombs in smash. If the bomb was spawned BY the character, it is not an item. Most projectiles are items, but many of them are spawned by characters thus making them part of a moveset and not an item.
