Note: The name and everything in this bill is subject to change at any time.
Be it enacted by congress if this is passed, the Committee on City Council Affairs
Section I: The Committee on City Council Affairs or the CCCA shall oversee City Council on the bills they pass and keep them in check. If passed this bill shall officially say the statement: Congress has power over the City council and mayor of DC/LV and any future city with a City Council/Mayor. Those in this committee are responsible to inform the City Council of what they can and can't pass i.e. if it conflicts with a Congressional bill. The city council and mayor CANNOT override Congress and any of it's passed bills. They can still pass their own bills and thing for their city but Congress may bring up a bill at any time to strike it down (must pass like a regular bill though)
Section II: The Committee on City Council Affairs shall consist or 3 Representatives and 3 Senators. From then the 6 shall vote on a Chairman/women. The city council must report to them the bills that are up for voting and the Committee shall see if said bill conflicts with any current passed Congressional bills. If it is in conflict the Committee must show the Congressional bill to make sure the Committee does not abuse/misuse this power. Then the Committee shall inform the City Council/Mayor. If the City Council of DC/LV feels the Committee is abusing their power they can bring this up to other Congressional members (WITH VALID PROOF!) and then a vote shall be brought up based on the circumstances.
Section III: If the City Council/Mayor ignore the Committee and pass the bill the one who created the bill shall be investigated and possibly punished. The Committee does have to prove they informed the bills creator/City council and if the CCCA does and the bill is still passed it shall be struck down. What shall happen to the bills creator/certain council members shall be decided based on the circumstances. (all of this is subject to change)
Conclusion: the CCCA shall oversee the City Councils/Mayors to make sure they are not abusing their power and passing bills which do no conflict with other bills. The CCCA shall make sure all of the bills are ok before being voted on and can bring up any concerns they have about a bill and possibly a vote to the rest of congress to strike it down. This is to ensure City Councils/Mayors don't go crazy with their power and to make sure and show Congress still has power over them.

Considered it veto'ed.
This is basically the federal Congress saying "we're gonna take your candy" to the local governments. If it is violation, we got a federal and supreme court that will do their job.

| Jc its to overseer the city council to make sure they arent passing a bill that Un Aos'es Vendetta or whatever which goes against a Congressional bill. Are you saying City council > congress. Sorry to confuse you this is more to just inform and to make sure they dont abuse. Th e Committee doesn't have the abillity to completely block any bill they present just make sure isnt in violation. |
