[BACKGROUND]
Several years ago in the city of Chicago, IL, a faction was formed by young visionaries who promised they would change the world around them. Wanting to suppress violent crime, they decided to form a neighborhood watch, keeping their little group organized and frequently strategizing how they would achieve their goals. With time, they began to grow in size, and several of the members suggested offensive moves against gangs, worried that neighborhood patrols would not be enough to make a statement. While there was some debate, it seemed that the majority agreed with this notion.
As the cluster of vigilantes gained power and support, they became more noteworthy than they had at the start. The group was beginning to defeat more criminals, which unsurprisingly lead to them making enemies, which then in turn lead to needing more supplies and coordination. The somewhat anarchic setup was not working so well either -- with so many people doing so many things at once, it was decided they needed a leader, and so they created a system that resembled a monarchy. All the while, they continued growing. It was, however, at a price -- with time, they started attempting to achieve their goals through gang-like methods. The change was very gradual, and many faction members seemed to have supported it to a degree.
That was for a while, anyway. In recent months, people within the group -- now called the Vigils -- have begun to cry foul at some of the higher-ups' actions. The leader, Timothy "The Moth" Federman, has been accused of being corrupt on many occasions. Ever since he ended up in control, punishments have gotten much stricter and several members believe he is hiding things from the rest of the group. Some even accuse him of supporting the actions the faction was originally against. Eventually, a multitude of people got fed up and flat out left, promising to overpower Federman and the people supporting him. They formed their own faction, calling themselves the Revolutionaries.
The Revolutionaries garnered a fair amount of members who were originally Vigils upon leaving, essentially splitting the original gang in half. Claiming that having a leader would weaken them and possibly lead to corruption in their current state, they set up an anarchic system, similar to the Vigils' origin (there are, on the other hand, more vocal and notable members than others). They swore to wage war on the Vigils and go after goals that they believed to be right, and it was not long before said Vigils decided to return the favor.
[GANG INFORMATION]
The Revolutionaries run under an anarchic system as mentioned, but it is not as though their actions will go unchecked. It is made rather clear what will and will not fly, plus it is encouraged for members to keep one another in line. For this reason, infighting is not uncommon, though this is normally stopped rather swiftly. They often try to strategize as much as possible, which usually means setting up plans against the Vigils and trying to convince people that they are the true "good guys." Occasionally, this even means smear campaigns against their enemy and trying to get other factions in on the conflict.
The Vigils are technically the older gang, but they have just about as many members as the Revolutionaries. While they still stick to their main goals, Revolutionaries (called the "Streetrats" by Vigils at times) have become a massive problem as of late. Vigils are often times not the first to strike, but when they do pounce, they are not afraid to hit hard. While their system mirrors a monarchy, every member is allowed to add input. Federman is their current leader, but he has several subordinates who he relies on, these people offering him advice and being second to making decisions. They are often called "Next-in-Lines" because, if Federman was to become unable to lead any longer, one of them would definitely be the next to take over. Not much seems to be known about Federman and the Next-in-Lines.
Under Next-in-Lines are Admins, who are usually in charge of keeping the rest of the Vigils organized and leading missions. While not required, they typically buddy up with one of the Next-in-Lines to assist them in making decisions and going through with missions, so small bands sometimes form around Next-in-Lines that consist of Admins. If a Next-in-Line is killed or must step down, an Admin would take their place. Between them and the Newbies are just general members.
The lowest rank in the Vigils are Newbies, and as their name implies, they are pretty much just new members. While they are not normally allowed to join in on important assignments, due to the recent troubles, it is becoming more common. Any member under 18 must be a Newbie.
Neither of the groups will tolerate infighting, and in the case of Vigils, this is especially offensive if it is someone going against a higher-up. Any unorganized strikes against the enemy or any other faction that cannot be justified result in severe scolding. Anything seen as impure, such as attacking a civilian or stealing unneeded items, can result in harsh discipline. If one betrays their group, they will not be allowed back in and other members are expected to cut ties with them.
[SETTING]
Revolutionaries have taken an abandoned warehouse as their headquarters, word usually spreading quickly when there will be a major meeting there. Whenever nothing of importance is happening, however, some members just hang out at the place and talk to their comrades. Supplies are typically kept in cardboard boxes or old crates.
Vigils tend to meet up at Federman's house whenever something crucial needs to be said or done, the place being rather large and secure. They keep supplies in their own homes, having their own little assemblies in residences or the streets whenever minor intel or items need to be passed on.
The gangs typically interact on the outskirts of the city, but both are rather large and are still quickly gaining supporters, so they pop up just about anywhere. Occasionally, fights are organized at certain locations, but ambushes are more common.
[RULES]
1. I highly recommend you do not kill another character without asking first, but if it gets to the point where it's one guy fighting three armed people, it is not likely said guy will be able to make it out.
2. You will not immediately get good weapons unless your character is a Next-in-Line, an Admin, or you have my permission. Start out with something reasonable, such as a knife or a rifle.
3. There are five Next-in-Line spots available, and for now I'm only allowing five Admins, though both may change over the course of the roleplay. Ask me before making a Next-in-Line please, and I would prefer if people asked before making Admins, though it is not required.
4. Do not godmod or make a Mary Sue character.
5. Be respectful to one another OOC.
6. Ignore people just trying to be annoying.
7. Please use grammar to the best of your ability.
8. While I will not likely make a CS for him, I will be the person RPing as Federman, though I don't expect him to make many appearances.
9. Put "123" in the "Pass" section in the CS if you read everything.

Do I absolutely have to be apart of a gang, or can I be a civie? Also, if you're going to have people have guns, I suggest having them specify the model. A rifle could be a 50 BMG M8A2. |

Name: Olivia "Tiny" Cardamone.
Gender: Female.
Age: 17.
Faction: Revolutionary.
Rank: Former Vigil Newbie, now a Revolutionary.
Appearance: Olivia is a slightly chubby girl with a rounded face. She stands at barely 5'2, hence the nickname. The girl's eyes are a dull green, her hair wavy and a mousy brown, going down to about halfway down her torso. She typically wears hoodies and sweatshirts, feeling susceptible to the cold. While normally not visible, there is a large, new scar on her left thigh.
Items: Utility knife, cellphone, backpack, and a camera. She occasionally walks with a crutch as well.
Personality: Olivia is rather timid, not normally being the first to suggest something or take charge. However, the girl will always speak honestly, and if she believes someone deserves to be called out or punished, she will not hesitate to do so. She likes to observe things before acting out, and should she be pressed to do something immediately, she might fumble. She has trouble trusting people, but will do her best to treat those who do not bother her with respect. She would do anything to protect a friend or family member. Olivia is also stubborn -- once she sets her mind on something, she will aggressively pursue the goal, even if it seems like a bad idea. She also lacks patience, especially if she believes the people around her are being stupid. Furthermore, she seems to have little sympathy for Vigils.
Bio: Olivia was originally a Vigil -- specifically, a Newbie, and doomed to be one for around two years. In truth, she did not mind the low rank, as she believed the gang's aims were right, plus she had made several friends and figured she would climb the ladder eventually.
One day, while she was in a car with some other members she vaguely knew, she and the others ended up getting into a car accident due to the driver being briefly distracted. No one died, but Olivia ended up being affected nonetheless -- her left lag was badly injured. The girl told her parents that she was with friends, not Vigils. The doctors said that she would be able to heal with time, but could not say when exactly. She was given a crutch to walk on and needed physical therapy, as well as possible mental therapy.
Olivia started to become jaded towards the Vigils with time, and ended up being one of the first people to call it quits. First, it was the idiot in the car -- why hadn't that guy paid attention while driving his own comrades around? Then came the people doubting her because of her recent injury. Sure, some people offered support, but the "you can't" and "you shouldn't" statements angered her, and she was certain she was being held back from going on missions. The final straw was Federman acting like a mysterious dictator. She thought he was a coward going down a slippery slope, and promptly decided to join the people who would soon form the Revolutionaries.
Pass: 123.
Additional Information: While her injured leg seems to slowly be getting better, she still struggles to move it, so at times the crutch is necessary. However, she can sometimes move without it by keeping her leg mostly stiff. She has a little sister at home, and her family does not know that she is involved with gangs. Olivia seems to be skilled at knife-fighting. |

True, but if some guy started gunning down people with a military-grade weapon, it would clearly be different than a normally assault rifle, and thus GM'ing. I just think I could pick it up even if they didn't specify.
