[INTRODUCTION] Due to a debatable and poor system of hiring, this bill proposes the following to help improve the employment of the people of the United States.
[SECTION 1] All department/agency academies will be SHUT DOWN. They will be no longer used for the purposes of educating in a certain degree.
[SECTION 2] ANYONE MAY START ANY UNIVERSITY! They may hand out degrees to graduated students. However, departments/agencies cannot recognize them as official degrees if the university has not been approved by the Department of Education. The Department of Education will supervise classes to ensure that a University properly educates students. If they do not do so properly, then the University may not hand out recognizable degrees.
[SECTION 3] United States Citizens who have previously been employed in a certain job will be classified as a "Grandfather citizen." They will not be required to have a degree depending on the job they had, due to having field experience. It only applies to that department/agency.
[SECTION 4] Universities may hire as many people as they please, and accept as many students as they please. They may choose any methods of enrolling students. They may be Public or Private, non-profit or otherwise. However, they will require the Dean, Counselors, Professors, etc. This will be more specified if approved. The Department of Education will oversee full expectations of a University in order to be official.
[SECTION 5] Universities will pass/fail students by the Department of Education guidelines which may be made if approved. There will be Semesters (length will be sorted) and credits.
[SECTION 6] This bill also proposes that the National Archives and Records Administration will record all citizens degrees and credits by a transcript. Such will be organized if this bill is passed. The Department of Education will do the same.
[SECTION 7] The Department of Education will require that each employee of a University will require a certain degree in order to educate students. Such will be organized if this bill is passed.
[SECTION 8] If passed, the Department of Education will mandate policies on plagiarism and cheating for students caught committing such acts. If a student is by court order sentenced Federal Prison, it is up to the University to expel the student.
[SECTION 9] Departments/Agencies will have application of acceptance. No tryouts or academies will be permitted. However, they may do individual testing to ensure they still have prior knowledge from their University. Directors are permitted to accept citizens without degrees if they will such, however, they will be responsible for the new employee. Directors may also hire based on previous experiences in other departments/agencies.

| i got a greater idea, shut down DoE we don't need 10yos teaching 10yos in an online game, if you actually want to learn go to school or take an online course from actual teachers not from 10yo gamers in a kid's site |

I'd like to see this in the chambers. It'd raise the amount of jobs, ALTHOUGH, this would be bad, because if ANYONE could make a university, I can see it now;
"Vendetta University." "Your guide to terrorism."
And for that reason, I'd vote nay.

| @Tree I fully see your concern. However, those Universities can't do much. They cannot officially hand out degrees unless certified/approved by the Department of Education. Obviously, terrorist operated Universities will be denied. |

Oooorrr we could instead abolish universities and have internships for every agency that would be required before actually getting into the agency.
Perks? They can do their job prior to acceptance.
