The Frostarian Military Code The Frostarian Military Code applies to all individuals of The ROBLOX Assault Team equally, and by the power of his highness Grand Admiral Polymorphic, this document will dictate the function of the military. ________________
1. Citation of the Frostarian Military Code 1. This document is to be cited as “Frostarian Military Code”, “Frostarian Code” or simply “FMC” 2. The section number as well as the sub section are also to be followed after the citation of the code, if needed, for example this section would be cited as FMC 1.2 1. A section may be cited by its name, this clause would be cited as (FMC) Citation of the Frostarian Military Code (2.1) 1. Exemption of the Grand Admiral 1. The Grand Admiral, at his discretion, has full exemption from this document and can do things of his own free will 2. With full exemption, the Grand Admiral is also able to make alterations, write, or remove rules and laws from this document 1. Extensions of the Frostarian Military Code 1. Any document as approved by the Grand Admiral will, officially, become an extension of the Frostarian Military Code. Extensions of the FMC will be listed as a subsection of this clause: 1. http://www.roblox.com/Forum/ShowPost.aspx?PostID=153689125 1. Unless otherwise stated by any extension of the Frostarian Military Code, this document will ultimately supercede any extension 1. Documents that request to override portions of the Frostarian Military Code may do so by, after referencing what will be overruled, writing “notwithstanding the Frostarian Military Code” followed by the section of the military code that is being overruled 1. Exclusion of Conscripts 1. The Frostarian Military recognizes that the Conscript rank is merely a rank to increase the group member count, and therefore this rank is unable to be promoted by regular means, and is excluded from participating at most events. This means the Conscript rank is not known as an official member of the Military, but merely in a pending state. 2. For a Conscript to be accepted as an official member of the Frostarian Military they must complete the Solum Advancement course to be promoted to Soldier 1. Division of Ranks 1. The Frostarian Military recognizes that there are six official divisions of ranks 1. Entrance Ranks include: Conscript 2. Low Ranks include: Soldier, Scout, Guard, and Marksman 3. Sub Officer Ranks include: Supervisor, and Vindicator 4. Officer Ranks include: Justicar, and Marshal 1. This division may also be referred to as Officers, Officer Council, or simply the Council 1. Specially Obtained Ranks include: Operator, Diplomat, and Honorary Leader 2. High Command Ranks include: Admiral, Great Admiral, and Grand Admiral 1. This division may also be referred to as High Command, High Com, Hicom, or simply High Council 1. Prestige as a Method of Promotion 1. The Frostarian military recognizes prestige to be the route of promotion for several ranks of the military. 1. Prestige may be obtained, revoked, changed, transferred, or wiped at any time for a legitimate reason at the discretion of the member altering the prestige 1. Each rank stated below is obtained by gaining a sum total of prestige at the RAT Infocenter 5 as described below. 1. Soldier has a prestige value of 0 2. Scout has a prestige value of 10 3. Guard has a prestige value of 30 4. Marksman has a prestige value of 70 5. Supervisor has a prestige value of 150 6. Vindicator has a prestige value of 400 1. Promotion through the Ranks 1. As each division of rank is highly different from each other, each division of rank has its own way of promotion 1. The Entrance Ranks are promoted as described in (FMC) Exclusion of Conscripts (2) 2. Low Ranks and Sub Officer Ranks are obtained as described in (FMC) Prestige as a Method of Promotion (2) 3. Officer Ranks are obtained by being selected by those with higher authority in the military 1. Justicar is obtained by being selected from a Sub Officer rank after receiving positive council logs from existing Officer members, and having approval by a vote in the high command 2. Marshal is obtained by being selected from the Justicar rank after a two week waiting period by an Admiral 1. Specially Obtained Ranks are obtained strictly by unique means 1. Diplomat is obtained by being an official representative of an allied military group 2. Operator is obtained by a high command vote, proving that the member in question has made significant contributions to the military 1. Retiring High Command members will be moved to the Operator rank providing they have been active in such position for at least one month 1. Honorary Leader is obtained by being a previous leader of the military 1. High Command ranks are obtained strictly by a democratic vote, or the direct order of the Grand Admiral 1. Admiral is obtained by being selected from the Marshal rank after the mentoring admiral has resigned from the Military and the high command believes they are ready to take on the role of the previous admiral, or if the mentoring Admiral at the time believes without a doubt that their Marshal would be an excellent addition to the High Command - this is done so by a vote 2. Great Admiral is obtained by being selected from the Admiral rank by the Grand Admiral, by preparing a marshal to take up the role of the Admiral in the military, as well as showing absolute expertise in their specific role in the military or being well rounded in all roles of the military 1. Extent of Rights of Each Division and Rank 1. The order of ranks in the military is known strictly as, from lowest to highest: 1. Soldier 2. Scout 3. Guard 4. Marksman 5. Supervisor 6. Vindicator 7. Justicar 8. Marshal 9. Admiral 10. Great Admiral 11. Grand Admiral 1. Each rank as described in (FMC) Extent of Rights of Each Division and Rank (1) will be granted the rights of their previous ranks in addition to the rights of the current rank 2. Each rank as described in (FMC) Extent of Rights of Each Division and Rank (1) carries authority over any lower rank, beginning at Vindicator and above and are therefore known as ranks of authority 1. Each rank as described above lower than or equal to Supervisor is required to refer to a rank greater than or equal to Vindicator when looking for a rank of authority 1. Each official member of the Frostarian Military is given the right to: 1. have the rules and guidelines of ROBLOX apply to everyone at all times equally and fairly (ie. no bullying, scamming, etc) 2. obtain prestige at events for participation with evidence of such participation 3. participate in events without discrimination of their person 4. participate on the teamspeak 5. be promoted fairly and equally without bias 6. request they be demoted to a lower rank, providing they are able to reach the lower rank 7. petition to the Grand Admiral any change they would like made to the group, providing enough relevant people agree with the petition 1. public petitions are strictly forbidden should they be about sensitive issues such as the demotion of another member 1. In extension, certain ranks are given a unique set of rights as outlined under this section 1. Guards have the right to 1. be made eligible to apply for any division of the military unless otherwise stated 1. Supervisors have the right to 1. request for an Officer rank or higher (should they not be busy with anything else) to supervise an event with the Supervisor 2. create a tentative list of people who, at their discretion, they thought did well at their event to earn an extra amount of prestige that is not a part of the participation prestige 1. Vindicators have the right to 1. shout in the group for trainings, and battle practices exclusively, unless permission is given by a member of the high command 2. award a limited amount of prestige (limits are set by the Infocenter) to participants at their events 3. punish members of the military they feel, beyond a reasonable doubt, are committing an offense against the Frostarian Military Code or its extensions 1. Justicars have the right to 1. shout in the group for any sort of event unless otherwise stated by an admiral 2. create council logs on Sub Officers (who have had their council logs opened) with their own opinion on the Sub Officer 3. supervise lower ranking Sub Officers 4. add warnings to users that violate rules 1. Marshals have the right to 1. sit in on meetings when their respective admiral is speaking and requests that their presence be made in the meeting 1. Operators exclusively have the right to 1. revoke their Operator title in exchange for Justicar 1. Once their title is revoked, however, they must prove themselves worthy again of Operator - they will not regain their Operator title should they resign without proving their worth 2. Operators will be required to go through an examination held by the Chief Liaison Officer, and require approval by High Command vote. 1. Admirals have the right to 1. vote 2. express their opinions at high command meetings on current group affairs 3. bring up suggested changes to the group 4. take up a certain number of marshals from the justicar rank as their apprentices, 5. open council logs for Sub Officers 6. suspend members of the military 7. suggest changes to be made to the Frostarian Code 1. Great Admirals have the right to 1. override the decision of any admiral regardless of title in regards to their specific job (ie. community admiral hosts a halloween event, a great admiral can deny that being held) 1. There will be one Great Admiral named Second in Command that will have authority over all other Great Admirals 2. Great Admirals are not, unless permitted by the Grand Admiral, allowed to carry titles as they have authority over admirals with titles. 3. In the case of disagreement between ranks of authority, they are required to refer to the opinion of a rank of higher authority as dictated by (FMC) Extent of Rights of Each Division and Rank (1) 4. Members of the military only have rights so long as they do not violate the rights of other members of the military 1. Formality of Uniform 1. The Frostarian Military recognizes the requirement of members of Frostaria to, while on duty, be in proper uniform 1. Wearing of proper uniform is defined as wearing the either the uniform of a division a member of the Frostarian military is in at the time, or wearing a uniform that the rank of the member of the Frostarian military is currently at allows, or the uniforms of the ranks below that rank 1. Entrance Uniform is reserved for the Conscript, Soldier, and Scout rank 2. Experience Uniform is reserved for the Guard, Marksman, Supervisor, and Vindicator rank 3. Council Uniform is reserved for the Justicar and Marshal rank 4. High Council Uniform is reserved for the Admiral, Great Admiral, and Grand Admiral rank 1. While on duty is defined as participating at any officialized military places owned by The Roblox Assault Team, or any place that is currently under active shout in the military group. 1. Custom uniforms must be approved by a Great Admiral of the High Command 2. If a member of the Frostarian military is unable to purchase any official uniform, that member is able to wear the “Alternative T-Shirt” found in the group store and is required to have their character colours made all white, all black, or combinations of both excluding all other colours or shades 3. This is a punishable offense if violated 1. Absence of the Grand Admiral 1. If the Grand Admiral of the military is not able to attend a scheduled meeting or event, members of the appropriate board will be expected to wait approximately an hour until the Grand Admiral’s arrival, unless this is a consecutively missed event 1. If the Grand Admiral does not arrive after the hour, the meeting or event is to go on as planned and when the Grand Admiral does get back online, the members of the appropriate board are to report what happened at said meeting or event 1. If the Grand Admiral is not seen online without prior warning or plan for over a day, members of the Great Admiral rank will act as limited temporary leaders of the group equally, unless specific command positions are in effect by the Grand Admiral, until the return of the Grand Admiral 2. After a three day period of unexplained absence of the Grand Admiral, the Great Admirals will now retain the ability to do whatever they see fit, such as declare warfare, until the return of the Grand Admiral though must do so unanimously unless specific command positions are in effect by the Grand Admiral 3. If, for any reason, the Great Admirals are all absent for a three day period, along with the three day absence of the Grand Admiral, the entire high command collectively will obtain the same power the Great Admirals would have until either the return of a Great Admiral or the Grand Admiral 1. Punishments and Appeals 1. Sections of the Frostarian Military Code that have a subsection labeled as “This is a punishable offense if violated” are, if violated, liable to be subjected to punishment by a mediating rank 1. A mediating rank is defined as a rank that has the right to enact punishment on another member of the military that carries a lower rank of authority 1. The punishment is decided by the mediating rank, depending on the severity of the issue, as well as the number of occurrences that have happened regarding the same issue 1. The mediating rank is encouraged to look at past punishments for the same offense to baseline the punishment for the member of the military in question 2. If the mediating rank is unsure on how to punish the member of the military in question, believe the member of the military in question deserves a harsher punishment, or believe the offense should be dealt with by a higher rank of authority, then they are encouraged to report to a higher rank so that the issue may be resolved 3. The mediating rank has a wide variety of ways to resolve issues, assuming they have the right to hand out such forms of punishment, such as: 1. prestige removal 2. issuing a warning 3. suspensions, which can be broken down into definite suspensions, limited suspensions and indefinite suspensions 1. a suspension is a form of punishment passed by a mediating rank where the member committing the offence is either removed temporarily from their rank, or locked at their rank for a period of time to rehabilitate 2. definite suspensions are suspensions with a fixed time to how long they may be suspended, then are required to be repromoted back to their rank or un rank locked after 3. limited suspensions are suspensions that carry a minimum suspension time, and a maximum suspension, 4. indefinite suspensions are suspensions with no fixed time, but carry a minimum suspension time but the member being suspended will remain suspended until repromoted after the minimum suspension time is up 1. the mediating rank suspending the member may choose to remove the suspension far after the original suspension time 1. blacklisting 1. If a member of the military that does not carry a rank of authority witnesses an offense in the act, or has reason to believe beyond a reasonable doubt that an offense has taken place or will be taking place, then they are encouraged to report it to a mediating rank that can deal with the issue 2. If a member of the military believes, beyond a doubt, that they were punished unfairly or punished more than they should have been, they can file for an appeal directly towards a higher ranking member, a Great Admiral, or the Grand Admiral. 1. An appeal must be structured by stating who you were punished by, the reason you were punished, your story and reason why you believe it is unfair, and what you believe should be done about your punishment (be it lowered, increased, or removed) 1. If your appeal is not properly structured, you risk potentially having it dismissed 1. If your appeal is denied, you are able to go to an even higher ranking officer (and can continue to do this) until the Grand Admiral has either acquitted you or denied your appeal. 1. High Command Titles 1. There are several titles that must be taken up by a single high command member at any given moment in time, their description and name are listed below, as well as their general responsibilities and ranges of authority 1. Chief Liaison Officer 1. ensuring officers are actively hosting and overseeing 2. biweekly meetings for officers 3. management of officers 4. management of council logs 5. management of marshal system 1. Director of Development 1. management of Sparrow Corp 2. creation of technology and all development 1. State Consul 1. management of alliances 2. monthly alliance report 3. engaging with community and high command of allies 4. management of reputation and interactions between RAT and other clans 5. present benefits and drawbacks of alliance requests to the high command 1. Fleet Commander 1. actively ensuring that five raids at minimum per week are being held 2. keep up to date on clan warfare and provide threat reports 3. prepare responses on case to case basis if hostilities are made 4. management of Flight of Liberation 5. defense trainings 1. Progression General 1. management of promotion system 2. ensuring officers are actively hosting and overseeing 3. evaluating supervisors with open council logs 4. actively improving trainings and battle practices 1. Director of Community Affairs 1. community representative in high command 2. management of community and social hangouts 3. resolving member complaints 4. development and implementation of community events 5. management of recruitment 1. In the event of a specific title not being filled by high command member, every high command member inherits the title temporarily with their own rank’s authority unless otherwise stated by the Grand Admiral 2. High command members with titles are able to make decisions for their specific job that cannot be overruled by another high command member 3. High command members with titles are allowed to carry at any time two marshals 4. High command members are permitted to share their title with another high command member, or more, though doing so are set as equal authority within that job 1. If high command members are to share a title, one high command member is permitted to have a maximum of two marshals, while every other high command member sharing the same title may only carry a maximum of a single marshal 2. If a high command member sharing a single title requests full control of that title, they may do so by launching a case to a Great Admiral or the Grand Admiral, and it will be discussed by the Great Admirals and Grand Admiral as to who they believe would carry the title properly and fully, unless it is decided it will remain shared 1. High command members are not required to carry titles 1. high command members without titles will function as regular high command members with the same duties, though they will not be able to make decisions regarding a specific job 2. high command members without a title are limited to strictly one marshal at any given moment 1. Each titled high command members is required to have one marshal at any given time 1. Procedures of Voting and Appeals 1. Any voter, or anyone been given explicit permission to vote by the Grand Admiral, has the right to vote under this section 1. A voter is defined as any member of the military that has the right to vote 2. For a vote to be officially counted, it must be done at an official meeting place in the presence of the Grand Admiral with a simple 50% majority of the high command present at the meeting 1. If (FMC) Absence of the Grand Admiral is in effect, the presence of the Grand Admiral is no longer required 1. A voter may lose their privilege to vote temporarily if a Great Admiral or the Grand Admiral deems it necessary 1. A voter may bring up any topic that they believe deserves to be voted on providing they give proper reasoning to bringing up such topic 1. A topic of voting may not overlap with the job of another member of the military without their consent to allow the vote, or without prior approval from a Great Admiral or the Grand Admiral 2. Both the Grand Admiral and the Second in Command are allowed to overrule any vote regardless of its outcome 1. For a vote to pass, it must reach a minimum supermajority of agreeance, as well as have approval from the Grand Admiral 1. Capable voters are allowed to abstain from voting, though do so knowing that they are allowing others to vote for them 2. For a vote regarding a major change to pass, a supermajority of 75% of agreeance must be met 1. A major change is defined as anything that will alter the state of the group as a whole in any way in regards to its internal or external view (literally a major change), such as, but not limited to; 1. change in external stance towards any group outside of the Frostarian military, such as an alliance or war declaration 2. promotion of an officer to the high command 3. demotion of a high command member 4. promotion of a low ranking member (that is not a Supervisor) to officer 5. demotion of an officer to a low rank 1. Capable voters may not abstain from major changes, to do so will result in the vote being counted as a rejection of the vote. 2. This kind of vote requires the input of all members of high command 1. For a vote regarding an unusual change to pass, a unanimous agreement must be met 1. An unusual change is defined as anything that would not be regularly experienced in the group, and are exclusively listed as such; 1. promotion of a lower ranking member that is not an officer to high command 2. blacklisting of a member from the military 1. Capable voters may not abstain from an unusual change, to do so will result in the vote being counted as a rejection of the vote. 1. For a vote regarding a minor change to pass, a supermajority of 60% of agreeance must be met. 1. A minor change is defined as anything that is not a major change or an unusual change 2. If two or more people abstain from an unusual vote, the vote will not pass 1. An appeal for a vote to be nullified may be seen providing that at least two eligible voters or five officers file for an appeal and are, beyond a reasonable doubt, under the impression the vote was done incorrectly, without proper understanding of the topic, or a decision was made that does not represent the views of the group as a whole. The appeal must be directly submitted to the Grand Admiral 1. An appeal may only be launched within the time before the vote comes into effect after the vote has taken place 2. The panel of appeal will consist of the Grand Admiral, the Great Admirals, as well random members from the high command or honorary leaders 3. The Grand Admiral and the board of appeal reserves the ability to deny an appeal for any reason he sees fit 4. If a decision is made by the board of appeal after a single meeting, then the decision made will override what was agreed to at that meeting 5. The effects of the vote will only be set into action after a two day reviewing period, unless otherwise stated in the vote. This is done to allow time for those who wish to appeal a vote to build up a proper case, as well as to allow more time for high ranking members to further think on the vote 6. A vote that is in its reviewing period is, at any moment, liable to be re-voted on by any high council member; providing they wager new information regarding the vote and a Great Admiral or the Grand Admiral approves the re-vote 1. If a re-vote is done on a vote and does not pass, the vote will be cancelled and its effects will not be set into action 1. If an appeal is filed on a vote while in its reviewing period, the reviewing period is extended until the next high council meeting at maximum to allow the appeals board time to discuss and render a decision. 1. If the appeals board does not come to a conclusion before the next high command meeting, with the approval of the appeal board it will be up for re-vote at the next high command meeting. 2. A vote that still passes after the re-vote under the parent section will have its effects set into action immediately after the high council meeting 1. Function of Official Group Divisions 1. A group division is defined as a separate group that works parallel to the main military group with a unique purpose that contains a member, usually in the high command, overseeing it other than the Grand Admiral 1. An official group division is defined as any division of the group that is owned by the Grand Admiral or has received explicit permission from the Grand Admiral to become official 1. Changes and amendments made to the division must be approved by the Grand Admiral 2. The overseer of the division has full power within their own division to follow and enforce the guidelines of their own division, providing it has been approved by the Grand Admiral, without the permission of the Grand Admiral 3. Each official group division will be recognized within the Infocenter 5 unless otherwise stated by the Grand Admiral 4. The member of the military in question must have the eligibility to apply for divisions to be considered 1. Eligibility is to be decided by the overseer of the division 1. Each division will have its own guide that will outline the purpose of the division and will function independently of other divisions, unless otherwise stated 1. Treasony 1. Treason is defined as the attempt or succession of betraying our nation Frostaria, attempting to destroy, hinder, or paralyse the military or its high command, or attempting to overthrow the high command or the military itself 2. There are three kinds of treason in order from least serious to most serious 1. Treason against the military 2. Treason against the high command 3. Treason against the Grand Admiral 1. Members of the military who aid others in committing treason, or are aware of the intentions of others and do not make the effort to report it, will be punished for treason similarly 2. Members of the military who conspire with others to commit treason will be punished for treason 3. This is a punishable offense, and depending on the type of treason committed can be dealt with an immediate exile and blacklist 1. Inactivity 1. Inactivity is defined as an extended period of time where as a member of the military is no longer doing anything that is productive towards their role in the military 1. Inactivity is not limited to a continual period of time, it can be something that is done regularly over an extended period of time 1. Inactivity is dealt with by division of rank, and as well as the specific role a member plays in the military 1. Those that are in the entrance rank, low ranks, sub officer ranks, or specially obtained ranks are excused from this section, 1. Inactivity is not tolerated within the military, especially with higher ranking members of the military. 2. To be pardoned for upcoming inactivity as a high ranking member of the military, it must be reported to (with reason, and estimated duration) the Chief Liaison Officer, (if the member in question is in the Officer Council), a Great Admiral acting as Second in Command, or the Grand Admiral (if the member of the military is in the High Council). 1. Members of the military that are pardoned and are caught lying will be dealt with severely 2. High Council members who request a period of inactivity will have their responsibilities delegated to their marshals, or delegated to another admiral if approved by both admirals 1. If a member does not have a marshal, and no other admiral is willing to take up the workload, they must find a marshal or will not be able to take up an inactivity period. 1. Leaking of Information 1. Leaking of information is defined as when a member of the military reveals some information to unauthorized parties 1. An unauthorized party refers to anyone or any people that have not been approved to hear a specific bit of information by the Grand Admiral 1. There is a no tolerance policy on leaking information to the public that would much rather be kept within the discussion it was made in 2. This is a punishable offense which can be dealt with by demotion or exile depending on the information leaked 1. Implied Admiral Voting Consent 1. The power and authority of each admiral is derived directly from the support of other admirals, and therefore anything an admiral does relevant to their department is done so with an “implied” 60% agreeance from other admirals on topics that do not necessarily require voting (eg: promoting a Justicar to Marshal). 2. Similarly, other admirals may override this implied voting consent by gathering a 70% agreeance from other admirals as a formal vote in a high command meeting 3. This section is only relevant to admirals with titles and within their title’s authority. 1. High Command Absolute Privilege 1. Members of the high command are able to speak their mind and honest opinion about anything without being punished. 2. This section only comes into effect when all of the following criteria are met: 1. the high command member is in an official high command meeting 2. the high command member is not attacking or defaming another member of the high command 3. the opinion must be related to the topic of discussion ________________ The Frostarian Military Code will ultimately serve as the guidelines to the function of RAT, as a sort of constitution, and not to be violated. |
