Okay, first of all, domestic abuse against men doesn't happen nearly as often as it does against women. Furthermore, domestic abuse that IS against men tends to be light pushing, yelling, and sometimes hitting. That's not to say it's not serious. Any domestic abuse, no matter what 53x the abuser or the intensity of abuse, is seriously wrong and messed up. It certainly deserves attention, and as a result society is changing. Law enforcement nowadays are more likely to arrest the one who is most likely to be the abuser (i.e. victim has bl00dy nose while abuser is fine but angry) no matter the 53x. It's not perfect, but it's getting there. At the same time, it's not nearly as problematic as domestic abuse against women. F3m1nists don't ignore domestic abuse against men, but they don't focus on it either. Either way, they'll be the ones in the crowd most likely to actually act if a woman is obviously abusing a guy.

Next, this video has a bit of bias. If you notice, when the guy takes the role of the abuser, he gives the impression of "powerful". He is loud. He is aggressive. He doesn't hesitate. The girl, in the position of the victim, is meek and doesn't show much of a "fight". She's almost like a rag doll. In a scenario like that, the strong overpowering the weak, anybody is going to react strongly.
On the other hand, the girl - in the role of the abuser - shows very little of those "powerful" traits the guy showed. She has an aggressive tone in her voice, but it can barely be heard. She lightly grabs or pushes, and then backs off. Even more obvious is what the guy is doing. He's just standing there, getting pushed around yet still obviously moving of his free will. He has the opportunity to remain eye contact almost all the time. His arms are being held up defensively, but he has full control - he could push her away if he wanted. It's like he's just appeasing the abuser, letting her take her anger out on him.
Those two scenes have an incredibly different usage of body language. They simply cannot be considered as domestic abuse of the same intensity. It's no surprise that people react lesser to the less intense abuse.

Finally, there is something called "benevolent 53xism". This is the result of viewing women as weaker, fragile, incapable, whiners, and all that. And there is no doubt that people view women like this; it was proven in so many studies that an unconscious bias, a schema, exists from even the moment of birth. It is because of this viewpoint that people go further to "protect" women, to avoid hitting women. To open doors for women, and to dismiss their voice as unimportant. It is therefore a part of this benevolent 53xism that society views women as incapable of any serious violence.
It is also worth mentioning that society tends to encourage aggressive traits in boys, and encouraging care and compassion in girls. Imagine two boys rough housing versus two girls. An adult might dismiss the boys off with a warning at most, probably saying "boys will be boys". On the other hand, that same adult might actually get down and ask the girls why they were fighting, probably getting them to make up and bribe them with a treat if they don't do it again. I mean, there's a common statistic that men commit su1c1d3 far more often than women. But that's misleading. Women actually attempt it around 2 to 3 times more often than men. It tends to be because men are more aggressive and used to violence, going for the quickest (and the messiest) way to die. Women tend to choose a d3@th that isn't traumatic.
