ASD Patrol Guide

This is the 2015 Annfield County Sheriff's Department patrol guide. This guide will be updated from time to time, so keep up to date with it.


Starting Your Patrol
When you start your shift, you must state that you are in service, or "10-8" over the radio before you head out. This lets other units know that you're open to assist them, and that you're on patrol.


Vehicle Patrol
If you decide that you want to patrol in a car, you have to bring a partner. This saves cars, and keeps deputies safer. You may not patrol in a vehicle alone unless all deputies in the server have partners already, or a supervisor gives you permission to patrol on your own.


Foot Patrol
Foot patrol is simple, patrol the streets on foot. You may go on foot patrol alone or with a partner.


Radio Conduct
The radio is an important tool that allows law enforcement to communicate with each other. We ask that you only use the radio when you need it. The radio isn't a chatroom, if you abuse it, you will loose it.


Conducting a traffic stop
When you stop a vehicle for whatever reason (ex. Reckless driving), you turn your lights on and ask the driver to pull over to the side of the road. After the vehicle is stopped, before you leave your patrol car, let other units know where you are by saying "(unit number) traffic stop at (your location) with a (short description of the vehicle-ex.: white 4 door) occupied x1 (x number of people in the vehicle)". Here's a cleaner example: "134 traffic stop near GH with a black 4d occ x2, no assistance". Next, go up to the driver's window (or passenger window if on highway), let them know why you stopped them, get their ID (username), head back to your car and check their profile to make sure they own the Driver's License t-shirt, which can be purchased in the group store. After making sure they own the license, ask on the radio if that person has any warrants. Example: 134 requesting 10-29 on a Coolguy10.


Use of force
Your primary weapon should be your taser. Under no circumstances may a deputy use his/her firearm to neutralize an unarmed suspect. Shooting a fleeing suspect may be tempting in a foot pursuit, however doing so will result in suspension, and possibly, termination.

If a suspect pulls a firearm, you may draw your firearm. Order him/her to drop it once, if they do not comply, you are authorized to use lethal force. In a situation in which you feel that your life is threatened and you decide to draw your firearm, you may not fire "warning shots". When you pull the trigger, you must mean it. You either don't shoot at all, or you shoot to kill. Nothing in between.


Patrol supervisors
Sergeants are considered patrol supervisors. A supervisor's job is to assign patrol districts and make sure everyone is doing their job correctly. Supervisors may patrol alone, and patrol anywhere in Annfield County.


Dealing with verbal abuse
During patrol, you may come across someone who will act rude towards you, and may call you names. It is important that you keep your patience in a situation like this. Even if this person is rude, freedom of speech is within a citizen's rights. You may not detain, arrest, or harass someone for simply being rude. If their idiocy gets in the way of your work, you can ask them to stop. Otherwise, citizens are free to express their opinions, no matter how immature those opinions may be.


Placing someone under arrest
While arresting someone, you need to read them their rights, and make these rights clear. Here is an example of reading someone their rights.

Sir/Ma'am, I am placing you under arrest for (reason). You have the right to remain silent. Anything you say can and will be used against you in court. You have the right to an attorney, if you cannot afford an attorney, one will be appointed to you. Do you understand these rights as they have been read to you?

It is important to read a suspect their rights before detaining them. However, if you cannot read them their rights (ex: they're shooting at you, so you tase them and use the jail tool to neutralize them), you must hurry back to the station and read them their rights there.


Responding to a call
When a call comes through on the radio (ex: 121, I need an additional unit at GH for a 10-51 male.), and you decide to take this call, let the other unit know you're responding by saying "(unit #)responding, code 2". If someone already took the call, don't respond. Unless it is an emergency, (ex: shots fired), then let the other unit take it.

When you're responding to a non-emergency call, like the one above, please don't go code 3 (lights and siren). Unless the call is important, and you need to get there quick, leave it at code 2 (no lights, no siren/ lights, no siren).


Jurisdiction
The ASD has jurisdiction only in Annfield County. Currently, Annfield County's borders cover the entire map. This may change later on. The Axelsson State Police Department has jurisdiction over the entire state. Do not interfere with their operations. We're all on the same team.

The Major Crimes Unit, or MCU, is in charge of investigating crime in Annfield. They're a state agency, and of higher authority. However, ASD is allowed to investigate the following:

Petty theft
DUI
Domestic Violence
Minor Assault
MVA

Going off duty
When you go off duty, or "10-7", you must bring your vehicle back to the station and go on the civilian team, if you plan to stay. All spawns in the game are touch team spawns. Civilian spawns are located in front of Golden Hall, next to Trent's Diner, and near Robin's Port. You may carry a firearm while off duty, just ask an admin for a pistol (44 or G17, no shotgun/M4)
