Local Scripts are better used to make changes to the client, while a normal Script is better used to make changes to the server.
Some methods can only be executed by a Local Script or normal Script, also. |

| Local scripts are used for client stuff (each player), server scripts are used for server stuff (not player) |

Script: On the server Local: On the client
The difference:
When you play an online game, a "server" acts as the host of the game. All the players of the game are the "client"
Any "client" code (LocalScript) actually runs ON the client (player)'s computer.
Any server code (Script) runs on the server itself, not the clients. |

And If I wanted to make a certain player do something I would also use local?

Local scripts ONLY affect the ONE person that they're inside. You'll usually use them to hook into the player's mouse events, create effects or such in their GUIs, or modify that player's camera.
Server scripts can affect ALL players. You'll want to use a server script to teleport users around. |

| Well, SHOULD only affect the one client, but if filtering is not enabled you can basically do whatever. |
