Armies did. These days it wouldn't work. Back then, it just wasn't legal if you were caught. Need I remind you of Julius Caesar, a great militant and politician, got quite a number of stabs. Many people went missing, and there was much tension between the house.
You can also think of it like the Battles for Chattanooga in the Civil War. Even though they won by a landslide, Grant and Thomas were big enemies, and often disagreed with each other. Thomas was even directed to give specific orders to one of the generals (I'd say his name, but I'm worry it'd be block by the filters) to not charge from Lookout Hill and instead Thomas told him to charge. Imagine it like that, but instead the empire says to take care of it with blood and a sword and they'll send a replacement. This empire I'm creating does have 5 armies and tens of thousands of reserved troops spread over multiple city, with the right to draft militia soldiers if need be. |

there's a difference between espionage and mindlessly killing soldiers on your own side for absolutely no reason |
