REPUBLIC OF AUSTRIA BUNDESPARLAMENT, VIENNA
ARTICLE I:
The Legislative Body of Austria is made up of the Bundesparlament and any subsequent committees established by the Bundesparlament.
The Bundesparlament must approve any bills proposed, impeachments, nominations, and changes to the status of Vienna.
The Bundesparlament accepts or denies joining an organization
The Bundesparlament is headed by the President of the Bundesparlament
The Bundesparlament is made up of 10 members, elected by a party system.
ARTICLE II:
The Executive Body of Austria is made up of the President of Austria, and the Chancellor of Austria, along side their Cabinet.
The President of Austria is the Head of State, and has the ability to dissolve the Cabinet and Appoint the Chancellor. The National Council can, however, have a 'motion of no confidence' and override the appointment. The President can issue executive orders, however if National Council, if 2/3 vote, can override.
The Chancellor of Austria is the Head of Government, and appoints the Federal Cabinet. The Chancellor's appointments can be overriden by a 'motion of no confidence' by a 2/3 vote. If the Chancellor were to resign, the Cabinet is dissolved and the President will appoint a new one.
The ability to declare Martial Law is given to the President, but he must have the concent of the Cabinet and Chancellor.
The Election for President is by direct, popular vote of every citizen in Austria.
The President has the ability to veto any bill proposed by the Bundesparlament, however the National Council can override the veto with a 2/3 vote, and then the Federal Council with a 7/10 vote.
The President serves a term of 6 months.
The President has the ability to dismiss Chancellors, and dissolve either house of the Bundesparlament, bolth with valid reasons.
The President is restricted to two terms, wether consecutive or not.
Article III:
The City of Vienna is a self-governing city in the Republic of Austria. The government of Vienna is not part of the Federal Government.
The Constition of Vienna has the sole right to deem its own structure of government, aslong as it holds a democratic core.
The Law of Vienna is declared by the Vienna Legislature, however all federal law overrides Vienna's Law, if the Federal Council were to approve the bill proposed by the National Council.
The city of Vienna must maintain law and order; if they do not keep Vienna under order the President (with National Council's concent) can dissolve the Vienna Government and have it re-established.
Article VI:
The ammending process of the Constitution must be done by a federal assembly meeting, which is held by direct, popular vote.
The Federal Assembly will automatically go into session by a vote of the people. They will then vote on the proposed ammendment.
To nullify an amendment, the Federal Assembly is once again called into action to repeal the ammendment, the same process is done to adjust, however instead of repealing they propose an adjusted one. All conventions on ammending the constitution are required to be called by the people, to ensure the ammendment follows the will of the voters.
Article V:
The Austrian Constitution shall go into effect immeadiatly if the Bundesparlament passes it.
The Austrian states that merge into one, under this document, are not to be pursued as "autonomous reigons". Austria is one republic, not a divided one.
All memberships, citizenships, arrests, everything is carried on from bolth parties to the new Austria.
The Austrian people are the sole head of the nation; all leaders are representatives and must act according to the will of the people.
