Only if you have a Dynamic IP, and in that case, someone takes the IP that you were registered under.
If you have a static, it'll stay the same. |

Yes it can depending on whether or not your IP address is static or dynamic.

how to change your ip if it's static? my router was unplugged multiple times, IP never got changed, so i guess i got a static one.. |

The OPs problem is that he's probably getting DDoSed, that's why he's on mobile + wanting to change his IP. Hotspot shield won't do anything to help him.
@assuage Cyberghost is better, and keys are easy to get a hold of. It's still not the best, but it'll work if you're just looking for something easy to hide behind. |
