i usually just stick to not using the offset
if you do, different screen sizes will see the gui as the same (which results in normal-sized guis being huge on smaller windows)
just use the scale
for it to cover the entire screen, you'll want to set the SCALE to 1 for both the x and y axis |

Verod, how long have you considered GUI design? Anything with text that is not image-based pretty much requires a static size, or you will end up with either no space, or way too much space.
Design with a static size towards the tablet, and then it will work on tablets and PCs. Mobile can go die because there's not enough real estate there for anything.
