Lao People’s Democratic Republic Constitution
Chapter I - Lao People's Democratic Republic Overview
Article 1. The state of Lao's People Democratic Republic is a socialist republic.
Article 2. The state of Lao's People Democratic Republic is an independent country.
Article 3. The state of Lao's People Democratic Republic includes sovereignty and territorial integrity.
Article 4. The state of Lao's People Democratic Republic encourages freedom of speech.
Article 5. The state of Lao's People Democratic Republic encourages freedom of religion.
Article 6. The state of Lao's People Democratic Republic encourages freedom of tradition.
Article 7. The state of Lao's People Democratic Republic manages the society through the provisions of the constitution and the laws.
Article 8. The state of Lao's People Democratic Republic pursues a foreign policy of peace, independence, friendship, and cooperation.
Article 9. The state of Lao's People Democratic Republic promotes relations and cooperation on the basis of following peaceful coexistence.
Article 10. The state of Lao's People Democratic Republic peaceful coexistence; respect for each other's independence, sovereignty and territorial integrity.

Chapter II - Economic System
Article 11. The national economy relies on a stable multi-sectoral economy which is encouraged by the government.
Article 12. Expanding manufacturing capacity, broaden production, businesses and services, modernize are relied.
Article 13. The state promotes the investments by all domestic economic sectors in production, and to develop and strengthen the national economy.
Article 14. The state promotes foreign investments in the Lao's Democratic Republic, and creates a favorable conditions for injection of capital.
Article 15. The state protects and promotes all forms of property rights: Sate, collective, private and foreign investments.
Article 16. The State manages the economy in accordance with the mechanism of the market economy regulated by the State.
Article 17. All organizations and citizens must protect the environment and natural resources.
Article 18. The Lao People's Democratic Republic implements open policies on economic cooperation with foreign countries in different ways.
Article 19. The State promotes preservation of the national culture which is representative of the fine tradition of the country.
Article 20. The State attends to promoting knowledge and invention in scientific and technological research and application.

Chapter III - National Defense and Security
Article 21. The national defense and security forces must improve and strengthen themselves.
Article 22. The national defense and security forces must enhance their loyalty to the nation, serve as the people's military force with real revolutionary spirit.
Article 23. The state and society attend to implementing policies to ensure that the physical and mental condition.
Article 24. The state provides incentives to rear echelons of the national defense and security forces to increase the capacity.

Article 26. The national defense and security forces must to become self reliant and build up a strong military department
Article 27. The national defense and security must agree in order to ensure implementation of tasks and contribution to national.
Article 28. The State attends to supplying materials, techniques, technology.
Article 29. Equipment's are given by the state to upgrade the knowledge, ability, professional skills.
Article 30. The state makes strategy and tactics of the national defense and security forces.

Chapter IV - Fundamental Rights and Obligations of Citizens
Article 31. Lao citizens have the freedom of settlement and movement as provided by the laws.
Article 32. Lao citizens have the right to lodge complaints and petitions and to propose ideas to the relevant State organizations.
Article 33. Lao citizens have the right and freedom to believe in religions.
Article 34. Lao citizens have the right and freedom of speech, press and assembly.
Article 35. Lao citizens have the right and freedom to conduct studies in and to apply advanced sciences, techniques and technologies.
Article 36. The right of Lao citizens in their bodies, honor and houses are inviolable.
Article 37. The rights and freedoms of aliens and apatrids are protected by the laws of the Lao People's Democratic Republic.
Article 38. The Lao People's Democratic Republic grants asylum to foreigners who are persecuted for their struggle for freedom, justice, peace and scientific causes.
Article 39. Lao citizens have the obligation to pay duties and taxes in accordance with the laws.
Article 40. Lao citizens have the right to work and engage in occupations which are not contrary to the laws.
Chapter V - National Assembly
Article 41. The National Assembly establishes its own committees to consider draft laws and draft presidential edicts.
Article 42. Members of the National Assembly shall not be prosecuted in court or detained without the approval of the National Assembly.
Article 43. The National Assembly elects its own Standing Committee.
Article 44. Questions relating to the destiny of the country and the vital interests of the people must be submitted.
Article 45. The National Assembly is also the legislative branch that has the right to make decisions on fundamental issues of the country.
Chapter VI - The President of the State
Article 46. The President is not elected by the national assembly or the people.
Article 47. The founder and owner of Lao have the right to become a President.
Article 48. If the President resigns, the Prime Minister takes position.
Article 49. The founder also known as the first president may re-own his position.
Article 50. Rights and Duties:
1. To promulgate the Constitution and laws already adopted by the National Assembly.
2. To issue presidential edicts and decrees;
3. To be the head of the people's armed forces
4. To appoint or remove the Prime Minister
5. To appoint or remove the National Assembly Members
6. Can manage the government and forces of Lao.

Chapter VII - The Government
Article 51. The government consists the Prime Minister, Deputy Prime Minister, and the ministers.
Article 52. The prime minister may appoint and replace ministers in Lao.
Article 53. The deputy prime minister may act as a minister for a short term if a minister position wasn't filled.
Article 54. The ministers have the right to do their own jobs.
Article 55. The prime minister may replace and appoint the deputy prime minister with approval of the President.
Article 56. The national assembly has no rights upon the ministers, including the deputy and the prime minister.

Chapter VIII - The Local Administrators
Article 57. Local administrators consist mayors, military staff, representatives, and organization owners.
Article 58. Mayors of Lao are separated; each city in Lao contains a mayor.
Article 59. If a city doesn't contain a mayor, then the President or the Prime Minister has the right to act mayors for it.
Article 60. Military staff are local administrators but have no rights in citizen-area's, except in martial laws.
Article 61. Martial laws are approved by the president, deputy prime minister, prime minister, minister of defense, and the chairman chief of staff
Article 62. Representatives and organization leaders are diplomats from other nations or organizations, which have the rights for major investments, relations, affairs, and justice.
Article 63. Organization owners are not company owners, but they are leaders who own a nation-organization that's allied with nations.
Chapter IX - The Judical Organs
Article 64. The judical form branches consist, People's Court, Supreme Court, Religion Courts, Military Courts.
Article 65. People's Courts are forms of courts that is only for law enforcement or the people of Lao.
Article 66. Religion Courts are forms of courts that contain freedom of religion and expression deals.
Article 67. Military Courts are forms of courts that contain military fights that only military staff or soldiers can appear in.
Article 68. Supreme Courts are also known as Constitutional Courts are courts used in government fights, or even citizen against government members.
Article 69. Judges of Lao's are not needed to be approved in courts for court answers, but in supreme courts they need approval of President or Prime Minister.
Article 70. The judges can be sued if they don't do their job correctly, and will be sent to jail.

Chapter X - Violence
Article 71. Swearing, Threatening, and Flaming is not allowed. -Bad or offensive words and actions.
Article 72. Drug dealing is illegal. -Using drug tools.
Article 73. Assault or Weapon Charges is illegal. - Attacking someone, Self Defense is allowed.
Article 74. Traffic Violation is illegal. - Ignoring traffic lights and signs.
Article 75. Robbery or Evasion Charges are illegal. - Stealing tools or theft actions.

Chapter XI - Final Provisions
Article 71. The Prime Minister may write and draft the constitution without approval of the National Assembly.
Article 72. The constitution must be followed by all members of Lao People's Democratic Republic.
Article 73. Any illegal action will result in an arrest or an exile.
Article 74. The constitution enters into force date of the promulgating.
Article 75. The constitution can be edited by the national assembly, and approved the Prime Minister, and sent to the President.
