Typically in DC, each hero sticks to their own cities, for larger crisis's involving multiple heroes (i.e Justice league) that's obviously not the case though. If you've read any graphic novels you'll non stop see batman ranting on saying 'Gotham is my City' or 'Metropolis is his turf' (Superman).
Although generally I think they just don't want to make too much acknowledgement of much outside the Batman circle (a couple of vague references though), everything would be anti-climactic if they just shoved Superman everywhere.
Oh and yeah other than that I suppose you can account for the villains included which aren't even Batman villains...I'd probably just put them under "villains". Characters like Deathstroke (His character has been absolutely butchered in the past three our four years) who has faced off against pretty much everybody. |

Not true at all.
Batgirl - Well, she's there as Oracle the entire time (as is true to her character)
Robin (Drake) - During Arkham City there's constantly chatter about how he's helping handle the situation Joker has caused. He even comes in two or three times into Arkham City
Nightwing - As would also be true to his character, he's not always at Gotham...he's more often than not at his hometown Bludhaven, although that in itself is debatable as in a lot of interpretations its taken as destroyed...others not.
Red Hood- Don't even get me started...first up before my rant, not a hero. Secondly, he's not really a great character. The only reason he's popular is because of the fact he has a bad*** looking costume. Too many characters today which are simply rated on the basis of their costumes.

Continuing on Red Hood, I'm disappointed that Rocksteady are making that Red Hood DLC...yeah its a cool spin but really...if you take away his cool looking costume he's just a guy with guns who has a personal vendetta against anybody who breaks crime. He's a walking contradiction!
Anyway yeah that DLC is clearly just a way to make cash as they know loads of people will buy it. His inclusion tarnishes what Rocksteady have done so well to treat like a game made out of genuine respect for itself...something that was developed with the purpose of being good and not entirely on the prospect of profit as too many developers do (I'm not saying profit isn't a large part of it...but too many developers lose clarity by looking at the money). |

what made me ask this is that the reporter guy that you constantly have to save in arkham city is the Creeper's alter-ego, and it's even noted in the game that he is the Creeper, but you never actually see the Creeper or even hear him discussed by the random gossiping thugs
but that shows Batman is not the only superhero in the area, but he's the only one we get to see. why? |

All questions in this thread aside it's not much surprise they didn't show the Creeper, his character wouldn't have fit the games atmosphere at all unless they did a darker insane (not to say the animated version he's known from isn't insane) personality...but even then there's already the Joker.
I think it all comes down to the fact that by having other super heroes present you really ruin the significance of Batman...there's subtle acknowledgements yes...but it's done in a way that doesn't ruin it. Sure...it isn't logical, but since when has the comic world ever been known for it? |

okay apparently in one interview tape vicki vale mentions huntress and the creeper as active vigilantes in the city
but you never see or hear anything about them aside from that. it makes even less sense considering the "secret identity" of one of them is a recurring character in arkham city that you have to save several times, despite him being more than capable of dealing with thugs or deadshot |

yeah i understand them excluding the Creeper since it wouldn't be a very good idea to have both the Creeper and the Joker, but idk why they couldn't have included some others
or why they had the Creeper's alter-ego as a character you have to save despite knowing he is practically immortal |
